- Attachment 2 Attachment 1 This is a notice of intent (NOI) to inform industry of the Government's intent to execute a Single Source award under FAR Part 13 - Simplified Acquisition Procedures (SAP), with Kokatat Products. This procurement is being conducted using commercial item procedures pursuant to FAR Part 12 and FAR Part 13, specifically FAR Subpart13.106-1(b)(1) allowing the Contracting Officer (CO) to solicit from one source. This will be a Firm Fixed Price (FFP) award and an anticipated award date is set for 8/5/2016. The North American Industry Classification System (NAICS) for this requirement is 315280, and Small Business Administration size standard for this sector is 500 employees. The FSC is 8415. Per FAR 5.207(16)(i), all responsible sources may submit a quotation which will be considered. The contractor shall deliver MASS suits and a 2-piece variant. The one piece suit must provide completely waterproof protection from the elements. This includes latex neck gasket with hook-and-loop adjustable neoprene over-collar, removable internal suspenders, self-draining gusseted sleeve pockets closure and insignia attachment patches, latex wrist gaskets with hook-and-loop adjustable over-cuffs, lightweight reinforcement panels in high wear areas (seat, knees, elbows), Corrosion-resistant metal tooth front entry zipper with over-flap, High density foam inserts (kneepads). The 2-piece version has an "bib" styled bottom with suspenders, and jacket top with cuffs and a neckline that are stretch material to prevent water intrusion. Jacket or Top will have large front pocket for easy access of small navigational instruments, map. Base material is gray in color with black trim, pockets and straps that blends the operator in with the boat hull color. The items must be waterproof and capable of withstanding extreme ocean and riverine environments and durable to withstand boat and VBSS operations. There is no other known provider of commercially available gear of this type. For this reason, this requirement is being solicited single source in accordance with FAR 13.106-1(b)(1).
