Description
RFQ Solicitation WE-133F-16-RQ-3616 Objectives: The objective of this project is to develop and replicate a tool that can be used to systematically document the working loads of fixed gear fisheries off the U.S. west coast. Successful development of the tool will lead to immediate deployment within voluntary field trials with fishermen across the U.S. west coast. Scope: The scope of work includes providing support to conceptually design, build, test, and replicate, a tool that can systematically test the working loads of fixed fishing gear off the U.S. west coast. This tool(s) should be designed for relatively easy use during normal fishing operations, and should be capable of extended data collection while deployed. Tasks: This contract will provide NMFS and other research partners with an operational tool (s) that can be used to conduct systematic documentation of the working loads of fixed fishing gear along the U.S. west coast; the results of which will inform a broad range of discussions about potential solutions for how to minimize the risks of whale entanglements. Development of this tool will require original design, engineering, and fabrication to create using up-to-date technology. Development of this tool will also require in-the-field testing during normal fishing operations. The Contractor shall provide personnel, materials, equipment, supplies, and all other items necessary to fully perform the requirements specified in this Statement of Work. The Contractor shall consult with NMFS and other research partners will be available to assist the Contractor with conceptual design and testing. Prior to initiating each task, the Contractor shall meet via conference call with the NMFS Project Lead to discuss the performance of tasks. NOTICE TO OFFERORS: Instructions for submitting quotations under this request for quote must be followed. Failure to provide all information to aid in the evaluation may be considered non-responsive. Offers that are non-responsive may be excluded from further evaluation and rejected without further notification to the offeror. 1. Quotes shall be fully executed and returned on the Standard Form (SF) 18 and any acknowledgements of solicitation amendments on the SF 30. 2. Submit quotations to the office specified in this solicitation at or before the time specified in the solicitation. Email quotes are acceptable and can be sent to raynier.camerino@noaa.gov. 3. At a minimum the contractor shall provide the following information: a) Point of contact name, telephone and E-mail address. b) DUNS Number 4. Provide all evaluation criteria in accordance in this package found on the Statement of Work section 10. 5. Complete and provide Representation by Corporations Regarding Tax Liability or a Felony Conviction under any Federal Law in accordance with 52.209-11 in this package.
