Description
This is a sources-sought synopsis for market research purposes only. This is not a Request for Quote. NASA Ames Research Center (ARC) is investigating industry capabilities and input for providing a C-Band Transponder for a sounding rocket payload as described below. All responses to this RFI will be considered, and will be used to determine any socioeconomic set-aside approaches to the future procurement. NASA Ames intends to procure the C-band transponder through a federal procurement process that would be competed in the near future on the Federal Business Opportunities website. Background: The NASA Ames Adaptable, Deployable, Entry and Placement Technology (ADEPT) is planning a small flight experiment on a sub-orbital sounding rocket flight. The ADEPT payload, called SR-1, will be delivered to an altitude of approximately 120 km over the White Sands Missile Range after separation from the UP Aerospace SpaceLoft sounding rocket. SR-1 will re-enter and be recovered. In order to best facilitate ground tracking of the SR-1 during exo-atmospheric and descent through the atmosphere, it is planned to carry a C-band transponder as part of the SR-1 payload instrumentation suite. C-Band Transponder Specifications: Dimensions: Approximately (not to exceed) 10.5cm x 6.0cm x 3.5cm (not including power supply and antenna). Mass: Less than 500 grams Power: Input voltage 22-32 VDC, Input current ~ 200mA Features: - 20 W minimum peak power operating over 5.4 to 5.9 GHz frequencies. - Compatible with ground tracking assets at WSMR. Provide experience history of transponder at WSMR flight operations. - Compatible with expected launch environments associated with UP Aerospace SpaceLoft sounding rocket (http://www.upaerospace.com/Services.html) - Meets MIL specs as called out in WSMR Range Customer Handbook (Sept 2012 edition) Transponder Instrumentation Appendix. Planned Acquisition: ADEPT SR-1 will require delivery of transponder for integration and functionality testing by Feb 1, 2017. This RFI requests vendors to provide a timeline (lead time) for delivery after ARO. Quantity to purchase: 1 or 2. NASA/ARC is seeking capability statements from all interested parties, including Small, Small Disadvantaged (SDB), 8(a), Woman-owned (WOSB), Veteran Owned (VOSB), Service Disabled Veteran Owned (SD-VOSB), Historically Underutilized Business Zone (HUBZone) businesses, and Historically Black Colleges and Universities (HBCU)/Minority Institutions (MI) for the purposes of determining the appropriate level of competition. The Government reserves the right to consider a Small, 8(a), Woman-owned (WOSB), Service Disabled Veteran (SD-VOSB), or HUBZone business set-aside based on responses hereto. No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released it will be synopsized in FedBizOpps. It is the potential offeror's responsibility to monitor these sites for the release of any solicitation or synopsis. Vendors having the capabilities necessary to meet or exceed the stated requirements are invited to submit appropriate documentation, literature, photographs/ brochures, and references. Please provide a description of your company's manufacturing facilities and personnel, website address, number of years in business, and/or examples of previous work performed for Government or private customers that is similar to this current NASA requirement. Please advise if the requirement is considered to be a commercial or commercial-type product. A commercial item is defined in FAR 2.101. Following this initial feedback, NASA may conduct one-on-one meetings with potential contractors. These meetings will allow for exchange of information and will provide an opportunity for potential offerors to provide feedback on the Government's requirements and its acquisition approach. All information received in response to this RFI that is marked "Proprietary" will be handled and protected accordingly. As applicable, NASA may provide Proprietary information to its support service contractors who are under an obligation to keep third-party Proprietary information in confidence. By submitting a response to this RFI, the responder is deemed to have consented to release of Proprietary information to such NASA support service contractors. This synopsis is for information and planning purposes and is not to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. Respondents deemed fully qualified will be considered in any resultant solicitation for the requirement. All responses and any questions regarding this requirement shall be submitted to Marianne Shelley (Marianne.Shelley@nasa.gov) no later than August 17, 2016, 4:30 pm PT.
