This sources sought announcement is for informational and planning purposes only; it is not to be construed as a commitment by the Government. The Capability Package submitted by a Contractor for this sources sought market research is not to be a proposal, but rather responses to the information asked below and statements regarding the Contractor's existing experience. Information or ideas submitted to the Government may be used in determining industry's ability to perform the extension of services currently taking place. Permission to use the information provided for these purposes is inherently granted with the submission. The Government will not pay for any information or administrative cost incurred as a response to this announcement. No proprietary, classified, confidential or sensitive information should be included in your response. The purpose of this announcement is to conduct market research. Army Enterprise Systems Integration Program (AESIP) is acting as the lead office to support specific requirements of PM AESIP (including AESIP Hub), and PM Global Combat Support System (GCSS-Army). INTRODUCTION Market research is being conducted on behalf of PM AESIP, under the Program Executive Office, Enterprise Information Systems (PEO EIS) for AESIP, AESIP Hub, and GCSS-Army. This SOURCES SOUGHT ANNOUNCEMENT seeks to identify potential sources capable of providing the required services, in the logistics and financial domains. AESIP is seeking to identify sources for support and services that are not covered under existing system integration contracts. BACKGROUND The Army continues to modernize its business processes through Enterprise Resource Planning (ERP) Systems. AESIP is a key component of this initiative to simplify operations, optimize processes, and provide an accurate, Enterprise view of business information to all users. AESIP provides oversight, management, and enterprise governance among the Army ERPs (including AESIP Hub and GCSS-Army) and facilitates the management of the logistics ERPs under a single program office, which improves the functionality between ERP systems and drives efficiency and effectiveness of business integration. AESIP provides ERP enterprise hub services, centralized master data management, and business intelligence and analytics. GCSS-Army provides functional services to the business enterprise and Warfighting mission areas focused on Property Book, Supply Operations, Tactical Maintenance, Logistics Management and associated tactical finance functionality and serves as the tactical financial system of record for the Army. WORK TO BE PERFORMED As part of the Army enterprise wide information management initiative, PM AESIP received guidance to implement a data archiving strategy for SAP systems in the Army ERP landscape that is intended to develop and deploy a data archiving solution using OpenText Data Archiving for SAP Solutions and OpenText Extended Enterprise Content Management (ECM) for SAP Solutions software products. The guidance from PEO EIS to PM AESIP is to establish a permanent enterprise solution that can be extended to all ERP programs within the PEO EIS domain such as AESIP-Hub and GCSS-Army. This effort is to obtain expertise in Army ERP Data Archiving Services utilizing OpenText Data Archiving for SAP Solutions and OpenText ECM for SAP Solutions. PM AESIP requires specialized professional services in the field of SAP ERP as well as utilization of OpenText software to support the design and deployment of the solution. Professional skills and expertise for this effort include OpenText certified consultants for Extended ECM for SAP Solutions, ERP data archiving experience working at major Department of Defense (DoD) installations and Army ERP experience. There are currently no in-house Government personnel with the necessary skills and expertise to perform this work. Place of Performance: • AESIP, Northern VA, National Capitol Region • GCSS-Army: Petersburg & Midlothian (Richmond), VA The following tasks will allow for the completion of the data archiving efforts, utilizing facilities and equipment provided by PM AESIP: a. Derive a methodological implementation and deployment approach that provides low risk and minimal operational impact to PM AESIP and its partners. b. Work with Government representatives and their engineers to plan, design & test and deploy the target architecture on-site at Network Enterprise Center (NEC-R) and Acquisitions, Logistics and Technology Enterprise Systems and Services (ALTESS), which will start with implementing an archiving Solution on the PM-AESIP SAP ECC system. c. Project Kick-off will document the project objectives, validate project objectives and identify stakeholders and their roles and responsibilities. d. The archiving solution is intended to support the capability to move archived documents from the SAP ECC system online database to a storage device. e. Analysis: The objective of analysis phase is to gather requirements and present the high-level strategy and approach to meet the program objectives. • Analysis of the Business Warehouse system in the above mentioned ERP environments. • Complete assessment of the downstream impacts to other systems. • Assessment of the network connectivity impact Common Enclave GCSS Enclave including Ports Protocols and Services (PPS) and Approvals From NEC-R, 2nd Regional Cyber Center (2RCC) and 7th Signal Command • Cyber Security and Security Technical Implementation Guide (STIG) Impact. f. Design: The objectives of design phase will focus on identifying specific business completion criteria to determine archive eligibility of the document. Archiving eligibility also includes working with the business to identify data retention, archiving and purging periods and document in the archiving process handbook. g. Platform Build and Test: Using the equipment provided by AESIP, the Contractor team will build and test the data archiving system. The objective is to have a development environment and Quality Assurance (QAS) environment where testing will be performed before deployment to Production environment and Continuity of Operations (COOP) environment. h. Archiving process build and testing: Platform build is followed by archiving jobs build and unit test in the development environment and integrated testing in the QAS environment. Testing needs to be performed in terms of both archiving the eligible data as well as access to the archived data from an end user perspective, including the analysis of impacts to the following environments: Sandbox, Development, QA/Integration, Load & Lab Production. i. Deployment to Production: This phase includes cutover tasks that are performed upon receiving approvals with appropriate stakeholders. Some tasks include cutover preparation activity, configuration and switching on new application components as applicable as well as moving transports to Production SAP system, carrying out archiving catch up jobs and transitioning to the operations sustainment team. j. COOP validation of archived data: The Contractor shall support the COOP validation of archived data. The COOP validation will require coordinating with the data center teams to bring up one or more SAP systems at COOP, verifying that the archived data had been replicated to the COOP archival system and validating the integrity and access to the archived data. What is your company's small business size standard based on the applicable North American Industry Classification System (NAICS) code 541511 - Custom Computer Programming Services? The small business size standard for this NAICS code is $27.5M. 2. If you identify your company as a small business under NAICS code 541511, is your company interested in a prime contract for this effort? 3. Would your company plan to team with subcontractor(s)? If so, describe the subject matter and approximate percentage of work that your company would be likely to perform as a prime contractor. Companies are encouraged to identify teams, indicating each team member's size status based upon NAICS code 541511. Please list the process used in selecting the teaming members. How would your company manage a suite of subcontractors under this contract? 4. What is your company's experience specific to DoD and Army ERP/SAP contracts and how would your company's services and technical expertise produce and deliver such capabilities as described in the above requirements? 5. What is your company's experience with OpenText Data Archiving for SAP Solutions and OpenText Extended Enterprise Content Management for SAP Solutions? Can your company provide an OpenText certified consultant(s) for Extended ECM for SAP Solutions?
