Description
FY16 MCON P-902, AIRFIELD LIGHTING MODERNATIZATION MARINE CORPS BASE HAWAII, KANEOHE BAY, HAWAII The work includes airfield lighting and navigational aids (NAVAID) system including airfield lighting, ductlines, handholes, manholes, cables, grounding, signs, navigational aids, miscellaneous repairs/improvements to traffic control and taxiways, other supporting navigational aids, airfield lighting vault with standby generator, and all incidental related work and incidental related work at Marine Corps Base Hawaii (MCBH), Kaneohe Bay, Hawaii. The existing airfield lighting and NAVAID system shall be operational at all times. Archaeological monitoring will be required at the locations indicated. A one-time pre-proposal site visit is scheduled for 09 June 2016, 9:30 a.m. HST. This site visit is to provide Offerors with an opportunity to familiarize themselves with the jobsite and conditions to be encountered and is not for the purpose of answering questions. Offerors interested in attending the site visit must provide company name, attendee's name(s), phone number, SSN, driver's licenses number and date of birth. If the person is NOT a U.S. citizen, the alien registration number and working VISA number shall be provided. Rapidgate users must have their vehicles registered with the MCBH Kaneohe Bay (Pass and ID) Provost Marshall's Office prior to the date of the site visit. If the vehicle is not registered, the above information must be submitted for the One Day Pass. Additional information regarding the site visit will be provided in the Request for Proposal. Please submit this information no later than 03 June 2016, 12:00 p.m. HST to Ms. Wanda Okemura at wanda.okemura@navy.mil. Late requests will not be honored. Estimated range is from $10,000,000 to $25,000,000. THE NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE IS 238210 AND AVERAGE ANNUAL RECEIPTS IS $15.0 MILLION OVER THE PAST THREE YEARS. The contract completion period is anticipated to be 900 calendar days. This is a source selection procurement requiring both technical and price proposals. Contract award will be made to the responsible offeror whose offer, conforming to the solicitation, is determined to be the lowest evaluated price of proposals meeting or exceeding the acceptability standards for technical factors. The technical evaluation factors are anticipated to be as follows: (1) Experience; (2) Past Performance; (3) Safety. The Request for Proposal (RFP) will be available on or about 27 May 2016. Hard copies containing the RFP will not be issued. The RFP, excluding the drawings, will be available through the NECO website https://www.neco.navy.mil. The RFP, including the drawings can be accessed at the following direct link https://www.fbo.gov/fedteds/TDPN6274216R1305 after the RFP is issued. Printed copies of the RFP will not be issued. Contractors must register at the Federal Business Opportunities (FBO) website https://www.fbo.gov to obtain access to the project. Registration instructions can be found on the FBO website. Once registered in FBO, the contractor must request explicit access to the project. An email will be forwarded once the contracting office has approved or declined the request. Approved contractors may view and/or download the project. Approval will not be granted until receipt of the executed non-disclosure form. Amendments will normally be posted to the web site http://www.neco.navy.mil. If the amendment contains drawings, the amendment, excluding the drawings, will be posted to http://www.neco.navy.mil. If the amendment contains drawings, the drawings can be accessed at the following direct link https://www.fbo.gov/fedteds/TDPN6274216R1305. It is highly recommended that firms register on the NECO and on the FBO website as this will be the only plan holder's list available. It is the offerors responsibility to check the NECO and FBO website periodically for any amendments to the solicitation.
