Notice to Contractor This is a Combined Solicitation/Synopsis for commercial items prepared in accordance with the format in FAR subpart 12.6 as supplemented with additional information included in this notice. The NSWCCD intends to solicit for the purchase of a brand name of MATLAB software to include software license and maintenance agreements for a period of one year. This solicitation has been prepared with the intent to negotiate a Firm Fixed Price (FFP) purchase order utilizing procedures under FAR Part 13 and using Simplified Acquisition Procedures as described in the schedule below. This announcement constitutes the only solicitation and a written solicitation will not be issued. Quotes are being requested under RFQ N0016716T0083. This solicitation documents and incorporates provisions and clauses in effect through FAC 2005-87. It is the contractor's responsibility to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at these addresses: www.acq.osd.mil/dpap/dfars/index ; www.acquisition.gov. The North American Industry Classification System Code (NAICS) for this acquisition is 511210, software publishers, and the business size standard is $38.5 million and is unrestricted. The Government will only consider firm fixed-price quotations. Contractor must be registered in the System for Award Management (SAM) prior to award. The Government will consider all quotes that are timely received. Failure of a quote to address any items required in the submission package may make a quote unacceptable. Evaluation Factors (in order of importance) 1) Technical 2) Price - Offerors must include all applicable costs. Questions/clarification regarding this solicitation must be submitted via email to patricia.perzella@navy.mil Questions will not be answered over the phone or submitted by any other means. Quote packages are due by Friday, 8/5/21/2016, at 4:00 pm EST. Late quotes will not be accepted. Quote package should contain a cover sheet that provides the following information: a) Official Company Name b) Point of Contact including name and phone number c) DUNS number This solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular.
