- In accordance with the Federal Aviation Administration (FAA) Acquisition Management System (AMS) Policy 3.2.2.4, the purpose of this announcement is to inform industry of the FAA's decision to contract via single-source procedures. The FAA intends to award a single-source contract with Northrop Grumman Corporation (NGC) for recovery, storage, refurbishment, installation, modification, and engineering support of previously purchased and deployed FAA baseline Enhanced Terminal Voice Switch (ETVS), Rapid Deployment Voice Switch (RDVS), and Small Tower Voice Switch (STVS) designed, developed, and produced by NGC. Specifically, this new contract will provide supplies and services to recover, inventory, store, refurbish, reconfigure, and install RDVS, ETVS, and STVS systems for legacy and new Air Traffic Control (ATC) facilities to sustain these systems until they are replaced at the end of their service lives. This work includes recovery of systems from various ATC facilities, restoring equipment to operational condition, refurbishing systems to meet site communications requirements, restoring hardware and software to serviceable condition as necessary, installing systems in ATC facilities, repairing all installation failures, and providing engineering support to resolve technical issues while maintaining the approved operational configuration baseline. It also includes development of system upgrades to sustain existing ATC voice switching capabilities and the provision of additional hardware for system expansions to accommodate facility collocations and expansions. A competitive competition is not available for this purchase because there is only one manufacturer who possesses the technical data and engineering expertise for the equipment associated with the ETVS, RDVS, and STVS. The FAA is not seeking or accepting unsolicited proposals. The FAA is not liable for any costs associated with the preparing of a response to this announcement.
