- The Aerospace Dominance Enabler Group at Hill AFB intends to contract for a requirement to provide Emergency Depot Level Maintenance (EDLM), User Support, and a one-time purchase of a Logistics Support Kit consisting of supplies to transition the AN/FPS-117 Long Range Radar from a recent major modification (Essential Parts Replacement Program, Contract #FA8217-11-C-0005) to a Contractor Logistics Support (CLS) contract. An interim bridge effort for User Support needed to resolve red condition AN/FPS-117 radar issues for systems located in Canada, Alaska, Puerto Rico, Hawaii, and Hill AFB, UT that cannot be repaired by field maintenance technicians or through telephone support. The EDLM support contract has been awarded annually as a single year contract since 2009 and this years' award will serve as an interim bridge until the long term CLS support can be awarded under a separate solicitation. Market research was conducted IAW FAR 10.002. Sources Sought Synopsis was posted to FBO 23 June 2015 for 30 days and 17 May 2016. Only one (1) response was received from Lockheed Martin Corporation (LMC) of Liverpool, NY (CAGE: 03538). This contract will direct procurement under the Unique Source exception for other than Full and Open Competition since LMC is the only source for Monitoring and Fault Isolation (MFI) software and other proprietary engineering data that defines the AN/FPS-117 Radar System. LMC developed and is the only source possessing this hardware and software and is the only responsible source with requisite expertise to resolve issues not covered in delivered technical data or to quickly respond to emergency conditions on radar and Maintenance Control Systems (MCS). The contractual scope of this effort requires that a contractor not only have inherent knowledge of the AN/FPS-117 radar system specifications, operations, and mission requirements, but access to the MFI software to review faults reported by the system and determine if the software is functioning. IAW FAR 5.207, All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The Sole Source Justification, with appropriate redaction, will be posted to this site within 14 days of an award.
