- The U.S. Army Contracting Command - APG, Natick Contracting Division, Orlando, FL, 32820, has a requirement for a follow-on two year contract, to be awarded for Fiscal Years 2017 and 2018 for Contractor Logistics Sustainment/Operational Support for the TUAS (Shadow) Program. It is anticipated that the follow-on contract will have a period of performance of 1 Nov 16 - 31 Oct 18. The proposed acquisition of this effort is directly related to the ongoing and future work being performed by the Shadow prime contractor, AAI Corporation, York Road and Industry Lane, Hunt Valley, MD 21030, CAGE CODE 97384. The statutory authority permitting other than full and open competition is 10 United States Code 2304(c) (1), as implemented by Federal Acquisition Regulation 6.302-1, Only One or a Limited Number of Responsible Sources and no other supplies or services will satisfy agency requirements. (FAR) 6.302-1(a)(2)(iii) provides that services may be deemed to be available only from the original source in the case of follow-on contracts for the continued provision of highly specialized services when it is likely that award to any other source would result in (A) substantial duplication of cost to the Government that is not expected to be recovered through competition.The Government intends to issue a follow on sole source contract for twenty four months for sustainment/operations support services for RQ-7B Shadow Contractor Logistics Support (CLS) Sustainment Operations, which includes contractor managed supply and maintenance, field supply support, depot level support, depot-level maintenance, software support, total package fielding, sustainment training and the integration of field service representative (FSR) personnel for the Army. The follow-on contract will include a combination of cost plus fixed fee (CPFF) and firm fixed price (FFP) contract line item numbers (CLINs). Maximum Contract value will be $236 million over the two (2) year life of the contract. The proposed follow on contract can be executed by only one responsible source, that is, AAI Corporation, d/b/a Textron Support Solutions, due to the proposed contractor's unique qualifications for fulfilling the contract requirements. This requirement must be restricted for the following reasons: 1) Many of the components of the TUAS (Shadow) are proprietary, and the Government does not currently own a complete Technical Data Package suitable for full and open competition; and 2) To qualify a second source for this requirement would involve unreasonable and substantial duplication of costs as well as impermissible delay. The North American Industry Classification System (NAICS) Code is 336411, Transportation Equipment Manufacturing, Aircraft Manufacturing.
