- STATEMENT OF WORK Provide and Install New Office Furnishings and Equipment, at U.S. Army Corps of Engineers, Mobile District, 109 St. Joseph Street, Room 2007, Mobile, AL 36602 1. GENERAL INTENTION: It is the declared and acknowledged intention to obtain the supervision, expertise labor, materials and equipment to accomplish the work specified in the contract. 2. LOCATION: The work described herein is located at U.S. Army Corps of Engineers, Mobile District, 109 St. Joseph Street, Room 2007, Mobile, AL 36602. 3. TIME FOR COMPLETION: The delivery and installation of the all items shall be completed by 2016 or in accordance with the contractor's accepted delivery schedule, whichever comes first. Storage, handling and transportation shall be the responsibility of the contractor. Storage space at USACE, Mobile will not be provided for contractor use during the delivery waiting period. No items shall be shipped directly to USACE, Mobile at any phase of delivery and installation. All materials, equipment and furniture to be installed will be brought directly to the building at the start of installation by the contractor. 4. SPECIFIC WORK TO BE PERFORMED: Contractor shall: a. Provide, deliver and install new office furniture, consisting of items stated in the attached specifications, drawings, and schedule of supplies/services and prices in close reconciliation with Government personnel and/or designated third party contractor b. Ensure provided items work properly after installation and items damaged during shipment or installation are replaced prior to the final joint inventory and inspection. c. Leave the work area clean and "move-in" ready prior to the final joint inventory and inspection. d. Provide standard warranties for material and workmanship free replacement/repairs. e. Coordinate installation dates, schedules and a final joint inventory and inspection with the Government. 5. GENERAL INFORMATION: a. The contractor shall provide all required furniture, equipment and furnishings including delivery and installation per the given dimensions, quantities and item descriptions. b. The contractor shall be responsible for the damage to Government property during the performance of the contract. c. The contractor shall comply with all Federal, State, Local Codes and regulations. d. The contractor shall provide all safety equipment necessary to accomplish the work. e. The contractor shall be responsible for disposing of all work debris off-site. A temporary dumpster/trash container may not be brought to the site by the contractor. f. The contractor shall take precaution to avoid interfering with vehicles and/or personnel using the facility. g. Performance of the contract work shall be accomplished during normal working hours. Normal working hours are 0730 to 1600, Monday through Friday, except on Federal holidays. h. The successful contractor awarded this project shall provide all components, hardware, and parts necessary for proper assembly, installation, and operation, even though certain items may not be specifically described in the specifications. This includes all fittings, couplers, brackets, adapters, panel connectors, etc. Contractors shall include the cost of such components, hardware, and parts in the quotation price. i. All goods shall be new, unused, produced from current production components, and shall be delivered ready for use. j. Delivery: All shipping and handling charges shall be paid by the contractor. Responsibility and liability for loss or damage shall remain with the contractor until final inspection and acceptance by the customer agency. k. Environmental Considerations: All furniture should comply with current federal and agency sustainability requirements. In accordance with Executive Orders 13101 and 13123, preference will be given to products with beneficial environmental characteristics. This may include recycled content, limits on volatile organic compounds (VOC) emissions, energy efficiency, recyclability, rapidly renewable, and bio-based materials. Quotes shall include information on the environmental characteristics of offered products, including certifications, if any. (If required) l. Method of Award: Award of the order will be made based on lowest price, technically acceptable to the Government. Areas of consideration will include technical adherence to the RFQ product specifications, past performance, and price. 6. SPECIFICATIONS: The Internal Review Office requires new office chairs, desks file cabinets, panels, conference table and conference chairs for the office. 1 - Conference table specifications are 96Wx42Dx28.5H 4 - Generation task chairs w/ high performance arms 4 - Workstations Requirements for new chairs are as follows: 1. Chairs should have casters. 2. Chairs should have cushioned seats and either cushioned or mesh backs. 3. Chairs should have arms. 4. Pricing: The pricing should be based on stand-alone typical workstations. Pricing for design and installation is required when the quote is submitted. Quote shall include the name of the furniture manufacturers. Quote shall include photographs of the chairs, conference table, case goods, and workstations being offered. Quote can include brochures, color and or fabric samples. Colors, Finishes and Fabrics - Colors, finishes and fabrics included in these specifications indicate the intended palette for the furnishings and set the minimum standard for quality. Substitutions shall be of a quality and grade equal to or better than originally proposed. The Federal Government reserves the right to select alternate finishes and fabrics for substituted items from the entire array offered by the manufacturer at no additional cost. 8. Completion of Installation - Schedule installation to be completed and ready for inspection within a calendar week after delivery. Warranties - All products shall be covered by a manufactory's warranty. Warranties must be provided before the job can be accepted Installation- Install all items according to the approved Contractor's Furnishings Plan. Remove all items from their cartons, wrapping and packing materials. Set case goods in place with levelers properly adjusted. Fully assembled Items created by components. Firmly attached together all units used to create a configured workstation. Insure that Items mounted to walls are level, and at the correct height. Inspection and Acceptance - A representative of the Corps of Engineers will inspect the completed interior furnishings installation in the presence of the contractor. All work must be successfully completed to the satisfaction of the Corps of Engineers before the interior furnishings installation can be accepted. Contractor shall provide two copies of each of the following: a. Product Warranties b. Copies of final drawings with part numbers c. Installation drawings (to include an electronic version of As Installed Drawings). d. Wire management plans e. Installation Instructions 10. The contractor will be responsible for any damage to the building which occurs during delivery and installation. It is incumbent upon the successful contractor to identify any existing damage to the building by means of a Pre-Installation and Delivery Walk-Thru, and daily submissions of checklists to the designated agency representative on site. Proper measures (protective runners, pads, etc.) shall be utilized by the contractor to protect the building (elevators, walls, floors, etc.). 11. SITE VISIT: Site visit is urged and expected for purchase and install office furniture. Drawings are not available, so in order to fully understand the requirement, contractors are encouraged to view the areas to accurately price for room dimensions, logistics, materials, labor, etc. Site visit will be available on 9 August 2016, from 0900 through 1130. 12. Evaluation: Technically acceptable offers shall be evaluated based on price and delivery schedule. If a determination is made that technical adherence of two or more quotes are equal, then price will be the determining factor with preference being given to the best price to the Government. 13.
