Synopsis Combined Synopsis/Solicitation Solicitation Number: AG-3395-S-16-0034 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, in conjunction with FAR 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Quotation (RFQ) and the documents incorporate provisions and clauses in effect through Federal Acquisition Circular 2005-89. This procurement is set aside for Small Business. The NAICS code is 212312 and the Small Business Size Standard is 500 employees. DESCRIPTION: Furnish, haul and tailgate spread various types of aggregate on Forest Service Roads 86 and 644 on the Mount Rogers NRA of the George Washington & Jefferson NFs in Smyth county VA. The two roads are connected and potential delivery area is along the entire 17.5 miles of the roads. The only legal access to the location is off of State Route 11 from State Route 615 near Adkins, VA (see map included with this solicitation). DELIVERY: Contract shall be completed on or before October 14, 2016. Delivery times shall be scheduled so as to arrive at placement locations between the hours of 8 a.m. and 5 p.m. Monday through Friday unless prior arrangements have been agreed upon. Placement of aggregate shall be as directed by the Forest Service on-site representative. INSPECTION: Inspection of equipment shall be allowed during all segments of the delivery process. Acceptance of the in-place aggregate shall be contingent upon approval by the Forest Service. Materials and in-place product shall comply with VDOT specifications. MEASUREMENT: Certified weight tickets for the aggregate delivered and placed as directed will be the basis for payment. PAYMENT: Contractor will be required to submit invoices through the Invoice Processing Platform (IPP). The following factors shall be used to evaluate offers: 1. Price: Governments evaluation will include the total cost of stone and delivery price. 2. Past Performance Any awards resulting from this solicitation will be firm, fixed price contracts. Price is more important than past performance in the evaluation process. (b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party.
