- J&A for transportation services for VIP visits JUSTIFICATION AND APPROVAL FOR OTHER THAN FULL AND OPEN COMPETITION, PRICE JUSTIFICATION (JOFOC) ACQUISITION OF TRANSPORTATION SERVICES IN SUPPORT OF SENIOR HIGH LEVEL USG VIP VISITS IN SPAIN 1. I recommend that the Department of State use other than full and open competition for the acquisition of transportation services for these VIP visits. The estimated cost is 1,600,000.00 Euros ($1,839,080.46 USD) during the entire Advance Team and VIP visits in Spain. The total estimated amount is for six contracts as shown in Item 3 below. 2. Nature and/or description of the action being approved. Rental vehicles with driver (sedans, vans, cargo vans, buses) for the Advance teams and VIP visits. 3. A description of the supplies or services required to meet the agency's needs. Acquisition of transportation service is required for the various agencies providing support to these visits. The following companies will be contracted to fulfill Government transportation needs: Company name: Autos Drivecar, S.L., Avenida Valgrande, 10 Nave 1, 28108 Alcobendas (Madrid) Not to exceed €195,800.00 Company name: Delicias Le Car, S.L., c/ Batalla de Belchite, 10, 28045 Madrid - Not to exceed €82,340.00 Company name: Autocares Julia, calle del Puerto de Used, 20, 28031 Madrid - Not to exceed €93,368.38 Company name: Autos El Mundo, S.A., calle de Donoso Cortés, 47, 28015 Madrid - Not to exceed €83,578.88 Company name: Esteban Rivas, c/Eratóstenes, 15, 28906 Getafe, Madrid - Not to exceed €93,664.45 Company Name: Autosur Grupo-4, S.L., c/Manzanilla, 18, 41970 Santiponce, Sevilla - Not to exceed €382,739.50 Company Name: Alompe Autocares, c/Pino Central, 52, 41016 Sevilla - Not to exceed €100,000.00 Company Name: Ferris transportes,11520 Rota (Cadiz) - Not to exceed € 523,182.00 Estimated number of vehicle rental days: 5,000 These companies are not found to be on the Excluded Parties List dated June 21, 2016 and FAPIIS list dated June 21, 2016. 4. An identification of the statutory authority permitting other than full and open competition. [X] 41 U.S.C. 253 (c) (2), FAR 6.302-2; Unusual and Compelling Urgency; (Based on the available time and urgency of the requirement as detailed below) Security concerns prohibit sufficient advanced notification of VIP travel to allow for sufficient time to conduct full and open competition. The Department of State can only communicate with the staff at Posts abroad when authorization is given due to security concerns. They have an extremely short turnaround time when authorization has been granted for negotiations to commence and rental vehicle company selections to be finalized with both the local vendors and Posts before the actual Senior High Level USG VIP visit occurs. 5. A demonstration that the proposed contractor's unique qualifications or the nature of the acquisition requires use of the authority cited. During the past years, these companies have proved to be able to provide the quantity and type of vehicles required by Post to support these type of visits at the same time that they meet DOS security requirements (provide bio info on drivers well in advance as to be able to run security name checks, as well as vehicle information required to access those sites that have controlled access). [X] The VIP visit information was not available in sufficient time thereby creating an urgent and compelling need. [ ] The host country government requires the use of this vehicle rental company. [X] The proposed contractors have the following unique qualifications which meet the Department of State's security and logistical requirements. [X] Quantity of vehicles [X] Type of vehicles [X] Bio information on drivers in time to run security name checks [X] Vehicle information (for controlled access sites) 6. A description of efforts made to ensure that offers are solicited from as many potential sources as is practicable. Due to urgency and exception in FAR 25.401(a)(5) this solicitation cannot be posted but the JOFOC will be published in FedBizOpps. 7. A determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable. Based on cost comparison with other companies the Contracting Officer hereby determines that the prices offered by these companies are fair and reasonable. 8. Any other facts supporting the use of other than full and open competition. None 9. A listing of sources, if any, that expressed, in writing, an interest in the acquisition. None 10. Post is considering competing various indefinite delivery/indefinite quantity contracts for vehicles to be utilized for VIP and special events for base plus multiple option years.
