DESCRIPTION: This requirement for A-E design services is being procured in accordance with the Brooks Act as implemented in FAR Subpart 36.6. The top rated firm will be selected for negotiation based on demonstrated competence and qualifications for the required work for design services to upgrade/renovate the existing space above ACSA building, Enclave Compound, American Embassy, New Delhi, India located at Chanakya Puri, New Delhi India The Statement of Work (SOW) is attached to this notice. NAICS is 541310 Architectural Services. Size Standard is $7.5 million. A firm-fixed-price contract will be negotiated. Solicitation SIN-650-16-R-0100 is assigned to this procurement and shall be referenced on all correspondence regarding this announcement. Contract Award Procedure: To be eligible for contract award, a firm must be registered with the System for Award Management (SAM) database. Register via the SAM Internet site at http://www.sam.gov. PROJECT INFORMATION: The A-E firm selected shall primarily provide design and estimating services for the renovation of space above ACSA building, Enclave Compound, American Embassy located at Chanakaya Puri, New Delhi India as described in this contract. This shall include, but is not limited to, any architectural and engineering design (interior design, electrical, structural, mechanical, plumbing, furniture, fire, signage, information management system, communications, elevator etc.) and analyses, construction cost estimates, catalogs, renderings, photographs and 3D presentations described in the Statement of Work. "Design" primarily includes site observations, design in phases, construction documents, design clarifications and record drawings. "Estimating" primarily includes budget estimates, market analysis, detailed construction estimating in phases and bid technical analysis. The estimated construction cost on the project is $600,000. SCOPE OF SERVICES FOR SOLICITATION # SIN65016R0100 - A/E SERVICES An engineering firm shall be the prime consultant for this contract. A professional Architect licensed in India, shall stamp all Architectural drawings. The general Statement of Work (SOW) for the contract will require firms to perform architectural and engineering services as defined by the Brooks Act in 40 U.S.C. 1102 and Public Law 92-582 and other professional A-E services. Services included in this statement of work consist of conducting field surveys and investigations to obtain design data and preparing contract plans, specifications, and cost estimates. These services include preliminary/concept designs, design development, technical specifications, project design analysis, preparation of preliminary and final construction packages, studies and surveys, facility assessments, and comprehensive design packages. Services may be required for primary disciplines, which include but are not limited to architectural, electrical, mechanical, civil, fire protection, landscaping, structural, environmental, and interior design. Other specific requirements may include geotechnical, soils, life health safety upgrades, asbestos and toxic waste abatement design, landscape design, corrosion control, sustainable design, building energy certification and/or audits, economic lifecycle design, etc. Other A&E Services are design and construction related but is not connected with a specific construction project which includes a range of projects such as engineering studies, feasibility studies, technical reports, mapping, technical surveys, and environmental impact studies and statements. Registered Architect and/or Professional Engineer IAW host nation requirements (India) will be required in the performance of this contract (per discipline). DESIGN REQUIREMENTS INCLUDES : •To analyze the existing temporary structure and its supporting base building structure to determine its structural durability, cooling, and power capacities in order to determine what upgrades are required to allow the revised use of the temporary structure and provide a cost estimate of these upgrades. •The design services also includes, using the concept design provided by the US Government, provide calculations and designs developed as part of the analysis of above, Bill of quantities, cost estimate. Technical specification, construction documents etc. necessary to modify the existing structure accordingly. •To create or assemble a design team to execute this scope of work, choose qualified personnel to be members of this team. •To document the existing conditions, generate design options, and develop a cost estimate (Bill of Quantities) before proceeding with developing a complete set of construction documents. TECHNICAL REQUIREMENTS INCLUDES: •Architectural Upgrades: To provide more options of space planning for Embassy review and on the basis final layout, develop the necessary construction documents. •Structural Upgrades: To determine the maximum structural capacity of the existing structure including the building structure and it's supporting foundations to support increased floor loading capacity required per new design. To analyze the complete building structural strength and determine/design if any additional floor modifications need to be required. To verify and check on the site with their own resources required for complete the design. •Mechanical Upgrades: To study the entire HVAC system and design it for entire building in such a way that it should not affect the HVAC of operational OSC office. Design shall be supported with necessary calculations. •Electrical Upgrades: It is the intention of to reuse as much of the existing power infrastructure as possible. The contractor shall determine the maximum amount of power is available to the facility and compare it with the electrical requirements (including generators). Light fixtures shall be LED and electrical design shall be supported with necessary calculation. Provide feeder diagrams, riser diagrams, lighting diagrams, lighting schedules, load schedules, panel schedules, communications and security diagrams, and equipment layout drawings. Panel schedules must show the total load for each branch and feeder circuit, a sum per phase, a total connected load, and a demand load. Loads in all panels shall be balanced so that the difference between the lowest phase and the highest phase is not more than approximately 10%. •Plumbing To advice Embassy for designing additional requirement of washrooms for new office per applicable codes and to design the plumbing system for water supply /drainage and connect to existing plumbing system. •Fire Protection. To document the condition, location, and Code compliance of fire alarm system, egress systems, and fire resistive construction and design per new layout •Elevator and staircase To design the elevator per ADA compliance and two staircases on as per conceptual design. Services may be required for the supervision, inspections, review of submittals, responses to RFI's (Request for Information), implementation of change orders which could involve cost estimates, specifications, justifications, along with revised drawings for any construction projects. When required by the "statement of work", the A-E shall participate in the following pre-construction conferences: a. Pre-proposal site investigation visit. b. Pre-construction conference with the construction contractor. Other A-E Services. Other professional services of an architectural or engineering nature or services incidental thereto (including studies, investigations, surveying and mapping, tests, evaluations, consultations, comprehensive planning, program management, conceptual designs, plans and specifications, value engineering, construction phase services, soils engineering, drawing reviews, preparation of operating and maintenance manuals and other related services) that logically or justifiably require performance by registered architects or engineers or their employees. SELECTION CRITERIA Selection criteria shall be in accordance with Federal Acquisition Regulation (FAR) Part 36.6, Selection of Firms for A-E Contracts. Firms are advised to review the referenced FAR Part and include a subsequent acknowledgement and statement of understanding of the requirement as the last item in the Standard Form 330 (SF330), Part II. Failure to include this signed statement within the SF330 will negate consideration of the firm for evaluation purposes. The evaluation criterial listed below is how the Government will evaluate each potential contractor. (1)Professional qualifications - necessary for satisfactory performance of required services. The SF 330, Part I, Block E, should show brief resumes of key personnel of the firm/teaming arrangement. Responses will be evaluated to determine personnel: education, training, project experience and professional registration of key personnel. Evaluations will also rate the depth and experience of the firm and other firms submitted as part of the team. Consider the type and quantity of projects the firm (and associates) has been involved in over the past 5 years. Only a few individuals in the lead firm and prime consultants will work with the U.S.Embassy team members on a regular basis. U.S.Embassy considers these individuals as the "Key Personnel". Those individuals should be prioritized and placed in the first few pages of Section E with those roles clearly noted in Item 13. CEOs and other executive personnel should not be submitted as "Key" unless they have direct responsibility for accomplishing the project. It is recommended that personnel directly responsible for work submitted in Section F should also be included in Section E. In addition to the role in this contract, employees should be clearly identified as to whether they are direct or contract employees of the firm they are proposed under. (2)Specialized experience and technical competence - (Refer to SF 330, Part I, Blocks F and G. For the SF 330, Part I, Block F, list only current projects or projects completed in the last 5 years.) in the type of work required, including: a) design excellence and quality of work (last five years); b) breadth and diversity of projects; c) design strength (3)Past performance with Government agencies and private industry-(Refer to SF 330, Part I, Block H) in terms of cost control, quality of work, and compliance with performance schedules; Past performance of the A-E firm (and their subcontractors) will include quality control/quality assurance program to assure coordinated technically accurate. Documents, plans, specifications, and construction cost estimates for other Governmental agencies. (4)Location in the general geographical area of the project and knowledge of the locality of the project. Evaluated considerations will include the location of the firms main office and sub-consultant offices that would be used for any resultant contract and the firm's ability to ensure timely response to requests for on-site support. (5)Capacity to accomplish the work in the required time. Complete projects within the established time limits, meeting project dollar threshold, and current workload. Within the SF 330, Part I, Block H, each firm shall demonstrate how they will manage, coordinate and administer the work within the prime and among any teaming partners. SF 330, Part IIs shall only be provided for key personnel from the specific prime office expected to lead this effort and key personnel from the teaming partners proposed to perform the work. ". (a) Licensed professionals in the listed fields; (b) capacity to perform work in-house and with teaming members; (c) ability to manage, coordinates, and administers work within prime and among teaming members. (6)Program management process/plan for handling projects. Identify the roles and responsibilities of the major personnel of the firm and depict the lines of communications envisioned for the design tasks between the firm and with the Government. SUBMITTAL REQUIREMENTS Once the form is submitted, and prior to award, any replacements or substitutions of any personnel or consultants may deem your proposal unacceptable. Any and all changes made after the initial submission of your technical offer will be re-evaluated for technical sufficiency and may negatively affect the order of your technical rating as initially established. Interested firms having the qualifications to meet these requirements are invited to submit their form using Standard Form 330 along with a letter of interest. Please be specific, provide pertinent and requested information. Vague, relative and general information will be discounted. Only the top rated firms will be recommended for interview (if required) by the screening board, based solely on their written response to this announcement and reference contacts. All responsible Architectural or Engineering firms wishing to be considered must submit electronic copies of completed Standard Form (SF) 330 and other pertinent information (see FAR 53.236-2(b)). All proposals must be received NLT 3:00 PM Indian Standard Time, August 1, 2016. No fax or paper documents will be accepted. Proposals must be addressed to the Contracting Officer.
