Draft PWS dated 28 July 2016 for Colorado Springs Military Health Care System Patient Access Services CAPABILITY BRIEFING FOR COLORADO SPRINGS MILITARY HEALTH SYSTEM PATIENT ACCESS SYSTEM Vendors interested in offering a Capability Briefing in relation to the Patient Access System Acquisition for the Colorado Springs Military Health System (CSMHS) are invited to participate in phone or on site at the United States Air Force Academy on 24 August 2016 with backup date of 23 August based on number of responses. Individual briefings are anticipated to last 1 to 2 hours depending upon the information provided by the vendor. Note: This requirement is set aside exclusively for 8(a) vendors. Capability Briefings are being requested to further an understanding of the marketplace and interested parties. Prime contractors are welcome to include their teaming partners or subcontractors in the presentations. The resulting contract is to provide all personnel, labor, materials, equipment, and services to the Colorado Springs Military Health System (CSMSM) for patient access and referral closure services on a government installation to TRICARE (to include Prime and TRICARE Plus) beneficiaries in the Colorado Springs region. During performance of this contract these services may be extended to include Buckley AFB. Additionally, the Contractor shall make appointments for all eligible for care under memorandums of agreement with the Department of Veterans Administration. The Patient Access and Referral Closure Service will include the Patient Appointing Services, Nurse Tele-health Services, After Hours Answering and Messaging Service, Secure Messaging Services, and Referral Closure Service. BACKGROUND: The Colorado Springs Enhanced Multi-Service Market (eMSM), referred to as the Colorado Springs Military Health System (CSMHS) area is jointly managed and lead by the United States Air Force/United States Army in accordance with the TRICARE Governance Plan and Policy dated 22 October 2003. The facilities in the CSMHS include one Army Medical Treatment Facility (MTF), Evans Army Community Hospital (EACH), Ft Carson and three Air Force MTFs (10th Medical Group (10MDG), United States Air Force Academy and 21st Medical Group (21MDG), Peterson and Schriever Air Force Bases). The CSMHS Office located in buildings 1011 and 1161 on Fort Carson has the responsibility to assure Patient Access Services and Referral Closure Services to the Military Treatment Facilities (MTF), and has oversight and responsibility for reporting metrics and data related to the components of Patient Access and Referral Closure Service support. The Patient Access Service provides a centralized access point for TRICARE beneficiaries (Prime and TRICARE Plus) of the Pikes Peak Region to services identified under the Scope Part I above. The benefits provided are in support of shared Market resources with each /MTF receiving equal levels of the services provided, the Referral Closure Service provides accountability for all referrals authorized to be performed in the Managed Care Support Contractor's TRICARE network of providers. It also accounts for those referrals that patients chose not to use. PWS OBJECTIVES. Supply patient appointment operations to provide clinical Tele-Health services and coordinate care options between the Patient Access Service (PAS) call center and the market Medical Treatment Facilities (MTFs). Following CSMHS approved clinical protocols and guidelines for symptom-based calls, the service will record each individual patient call, documenting all information regarding complaint/concern, assessments, resolution, and/or disposition for the beneficiary's Primary Care Manager (PCM) team, or other health care worker at the MTF. Call information shall be recorded electronically in the Government supplied computers. Additional contractor supplied service includes limited nurse telehealth capability, capacity for processing Secure Messaging System (SMS) transmittals and capacity for processing letters to patients. The contractor shall supply appropriate referral closure research and processing that accounts for 100% of all referrals authorized to be performed in the MCSC Network. A draft of the PWS is provided for consideration. Please note, areas such as Contract Data Requirement Listing (CDRL) and completed document listing are not complete at this time. Additional information about CSMHS is located at the following website: http://evans.amedd.army.mil/MSMO/ In advance of meeting with the Government, interested parties are welcome to provide narrative response addressing the following topics of interest which will be discussed during the meeting time. Capability Brief Topics 1. Based on a review of our PWS, which actions have you accomplished which you believe provide experience similar to that required under the PWS? In response: a. Address magnitude in terms of volume b. Address working with multiple centers as we have in our structure c. Address experience working in an environment with changing business rules d. Identify the call center metrics which were met on the cited work e. Address how surge and high demand were met to assure metrics still achieved f. Provide a POC name and phone number we could contact if we wish to discuss this work with the customer 2. Our PWS is including a new aspect to provide Cleared and Legible Reporting. Please address any experience you have or how you would plan to meet the requirement if this is not work you have accomplished in the past. 3. Have you obtained call center certification in the past or currently hold call center certifications? Please address how you believe this benefits our requirement. 4. Address the methods you use to assure employees are adequately trained and how you assure the training is current as updates and changes occur which impact the scope of their work. 5. Please address any experience you have had applying any of the following or how you would meet the requirement to be able to apply these protocols: a. Tricare Operations Manual b. Thompson and Schmidt protocols c. Baron Schidmt protocols 6. Identify any partners or subcontractors who you typically team with in supporting these kind of requirements.
