Description
The Naval Air Warfare Center - Aircraft Division (NAWCAD) provides flight test engineering, programmatic, and administrative support to Naval Air Systems Command (NAVAIRSYSCOM). This performance work statement is for the support of the Integrated System Evaluation, Experimentation and Test (ISEET) Department (AIR-5.1). The ISEET Department provides Naval Aviation and the Naval Air Systems Command with the people, processes, facilities, and aircraft for full life cycle program Testing and Evaluation (T&E) support from requirements review to the design, execution, analysis, evaluation, and reporting of tests and experiments of aircraft, unmanned air systems, weapons and weapons systems. The principal focus is support of Integrated Program Teams (IPT), externally directed teams, and enterprise teams. Government personnel lead and manage the T&E efforts and are responsible for design, documentation, and maintaining the currency of the T&E processes, for identification of critical program test elements; for ensuring engineering veracity of the test data, for definition of functional requirements for future test facilities, equipment, and instrumentation requirements. Contractor personnel support the IPTs through participation in the government's development of system specifications and program T&E strategy and planning documents and product functional requirements. The effort is currently being performed by AVIAN LLC, under contract N00178-08-D-5356-M805. This is a non-performance-based professional services requirement with a total level of effort of approximately 886,080 hours over the entire five years potential performance. The place of performance is primarily NAS Patuxent River. The solicitation will be offered as a Small Disadvantaged Veteran Owned set-aside competition under NAICS code 541330 (Engineering Services) with a size standard of $38.5 million. The Product Service Code is R425, Engineering Services. The Government's intent is to award a single contract to the SDVOSB offeror who provides the best overall value, with award anticipated no later than 26 April 2017. The period of performance will be for a base year plus four one-year options, for a total of five years of performance from date of award. A non-performance-based statement of work will be used. The resultant contract will be on a cost type basis; therefore the successful awardee will be required to have an adequate accounting system upon contract award.
