Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-89. PHDS, CO, manufacturers the recommended brand name solution for a GeGI Gamma-ray imaging detector system with a 90 mm Germanium detector, mechanical cooler, Compton Vision imaging software, Imager32 software, table surface Pro, Panasonic Toughbook 54, and associated components (batteries, case, tripod, wheels, aperture plates), and manufacturer warranty. This acquisition is a total small business set-aside. All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. The associated North American Industry Classification System (NAICS) code is 334516 "Analytical Laboratory Measuring Instrument Manufacturing", with a Small Business Size Standard of 1,000 employees. The associated product service code is 6665 "Hazard-Detecting Instruments and Apparatus". The government anticipates awarding one (1) firm-fixed price purchase order as a result from this solicitation by September 30, 2016. The Emergency Response Branch is seeking as indicated as a line item included in the body of the Standard Form 1449, a Segmented High Purity 90 mm Germanium (HPGe) gamma ray imaging detection system with liquid nitrogen free cooling, associated components (batteries, battery charger, carrying case, tripod, wheels, aperture plates), and manufacturer warranty for measurements at remote emergency response sites. The desired device and associated components is a portable device that exports real-time data electronically to reach back data/file texts, accurately and reliably measures radionuclides passive gamma ray emissions, and spectroscope can use manual defined or automatic radioisotopes. The ideal device and components should include Environmentally Preferred attributes such as energy efficiency. All quotes shall include FOB destination delivery terms. Delivery is requested to be within 60 days from issuance of award. Delivery address is: Superfund Warehouse, 600 A Joliet Road, Suite A, Willowbrook, IL 60527-5657. Delivered product will be reviewed for accuracy and acceptance by the program office. The provision at FAR 52.212-1, "Instructions to Offerors-Commercial", applies to this acquisition. Award will be based upon best value considering price, quality, technical capabilities, and performance. Offeror's should include a completed copy of the provision at FAR 52.212-3, "Offeror Representations and Certifications-Commercial Items", with offer. FAR clause 52.212-4, "Contract Terms and Conditions-Commercial Items", applies to this acquisition. FAR clause 52.212-5, "Contract Terms and Conditions Required To Implement Statutes Or Executive Orders-Commercial Items", applies to this acquisition. Additional FAR clauses and supplemental agency provisions and clauses are attached and applicable to this acquisition. Electronic submittal of written offers are due by close of business on August 29, 2016, as indicated in block 8.
