- Statement of Need - DRAFT PROJECT TITLE: Environmental Assessment and FONSI for NWS Radar Sites LOCATION OF WORK: KICX - Cedar City, UT, KMAX - Medford, OR, and KMUX - San Francisco Bay, CA. NAICS CODE: 541620 - Environmental Consulting Services, and the small-business size standard is $15 M. SET-ASIDE STATUS: Total Small Business Set Aside DESCRIPTION: The National Weather Service seeks to determine the feasibility of operating three of its WSR-88D weather surveillance radars at scan angles lower than the permissible minimum; the sites are KICX, KMAX, and KMUX. Specifically, NOAA/NWS requires the following; A vendor to provide Supplemental Environmental Assessments (SEAs) for each site with corresponding Finding of No Significant Impact (FONSI) as findings permit. The SEAs must address current, appropriate standards for radiation exposure potential and electromagnetic interference hazards along with more common environmental impacts. The vendor will be responsible all labor for services outlined in the Statement of Need (attached): TENTATIVE SOLICITATION ISSUE DATE: August 13, 2016 TENTATIVE PROPOSAL DUE DATE: September 1, 2016 ANTICIPATED AWARD DATE: September 15, 2016 CONTRACTOR REGISTRATION: To be eligible for award, a contractor must (1) be registered in the System for Award Management (SAM) at www.sam.gov.
