- This Pre-Solicitation Notice is being issued by the United States Army Corps of Engineers - Chicago District to inform interested/potential contractors of the District's imminent issue of an Invitation for Bid Package for its construction project, entitled "WAUKEGAN HARBOR NORTH PIER RESURFACING, WAUKEGAN, IL" PROJECT INFORMATION: The project is located at the Waukegan Harbor, IL. Contractor will provide all labor and materials to refinish the surface of the North Pier located in Waukegan Harbor, IL. The current pier is deteriorating from age. Spalling concrete and exposed rebar need to be covered with approximately 18" of reinforced concrete with steel plates on the edges to protect from wave action. Currently it is estimated that approximately 625' of the north pier will need to be resurfaced. This project will consist of resurfacing a pier that is in 0-23' of water utilizing, concrete, rebar, and metal plates. The operation may require the contractor to have barges and tugs to maneuver the equipment necessary as the pier itself extends approximately 800' into the harbor/water in Waukegan. This contract will involve multiple pours of concrete to accomplish this work. ACQUISITION INFORMATION: Competition for this acquisition is RESTRICTED TO WOMAN OWNED SMALL BUSINESS (WOSB). The Classification Code for this procurement is North American Industry System Code (NAISCS) 237990, identifying a small business size standard in dollars of $36.5M. The planned contract type is firm-fixed price. The magnitude of cost for construction is between $1,000,000 and $5,000,000. The Invitation for Bid (IFB) Package will be downloadable from the INTERNET ONLY. The project specification files are Portable Document Format (PDF) files and can be viewed, navigated, or printed using Acrobat Reader. Interested Offerors can download the IFB Package from: http://www.fbo.gov. The IFB Package will be available from this Internet site on or about August 15, 2016, with bids due 30 days following the issuance of the IFB. IN THE CASE OF A DISCREPANCY BETWEEN THE DATES PUBLISHED IN THIS NOTICE AND THOSE CALLED OUT IN THE IFB DOCUMENT, THE DATES IN THE IFB DOCUMENT OVERRIDE THOSE PUBLISHED HEREIN THIS NOTICE; THIS IS RELATIVE TO THE IFB ISSUANCE DATE AND THE DUE DATE FOR BIDS. In order for contractors to be awarded contracts with the Department of Defense, the contractor must be registered in the System for Contract Management (SAM); Contractors can access the SAM database for free at http://www.sam.gov. The Government intends to award a firm-fixed price construction contract from this acquisition. FAXED OR ELECTRONIC BIDS WILL NOT BE ACCEPTED.
