Description
Authority and Introduction: Under authority of the Federal Acquisition Regulation (FAR) Part 13.106-1(b), the National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis with WYATT TECHNOLOGY CORPORATION (WYATT), 6300 HOLLISTER AVE., SANTA BARBARA, CA, 93117-3135, as the only capable source that can provide a DynaPro NanoStar Dynamic Light Scattering (DLS) Detector which is compatible with the Government's existing equipment. Correspondingly, based on the foregoing authority under the FAR, the NIST intends to award on a sole source basis. The intended procurement will be classified under North American Industry Classification System (NAICS): 334516-Analytical Laboratory Instrument Manufacturing; Business Size Standard: 1,000 Employees. Government's Requirements: The Contractor shall provide one (1) DynaPro NanoStar DLS Detector that meets the following minimum technical requirements: -) Ability to perform Static Light Scattering (SLS) and Dynamic Light Scattering (DLS) both independently and simultaneously. -) Ability to perform these light scattering experiments with nanoparticle size from 0.2 - 2500 nm Rh. The Contractor shall install the instrument and provide training. Sole Source Rationale: Market Research was conducted and WYATT was identified as the sole source capable of meeting the Government's Requirements. WYATT is the only company that provides a DynaPro NanoStar DLS Detector that is completely compatible with the Government's existing equipment: Size Exclusion Chromatography-Multi-angle Light Scattering (SEC-MALS) instrument. The existing equipment are Wyatt Technology Optilab T-rEX (Model number: WTREX-09, serial number: 1112-TREX) and Dawn Heleos II (model number: WH2-08 serial number: 1416-H2HC). The unique compatibility is such that the SEC-MALS and DynaPro NanoStar DLS Detector are measured in the same scattering volume downstream of a HPLC Size-Exclusion Chromatography (SEC) separation, which eliminates inter detector dispersion. As a result, particle size distributions, molar masses, melting temperatures, and diffusivities of biomolecules can be measured with higher precision. Additionally, the DynaPro NanoStar DLS Detector works with small volumes (4μL) and can be used offline of HPLC, allowing the Government to probe valuable samples for which limited amounts are available or that they cannot be separated by SEC. No other appropriate sources were identified, and therefore a sole source solicitation is required with WYATT. The NIST is required to constantly and accurately maintain its laboratory and scientific operations; and, only WYATT provides a DynaPro NanoStar DLS Detector which is needed for continuity of NIST operations. Thus, WYATT is the sole provider of the DynaPro NanoStar DLS Detector. General Information and Responses to this Notice: This notice of intent is not a request for competitive proposals or quotes and no solicitation document will exist for this requirement. However, companies interested in responding to this notice shall submit technical data, including price and sufficient documentation to determine capabilities and qualifications in meeting or exceeding the Government's Requirements. All statements received by the closing date of this notice will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Companies interested in responding to this notice: 1. May submit their capabilities and qualifications to meet or exceed the Government's requirements, in writing via e-mail, to Mario Gray using e-mail address: mario.gray@nist.gov, with the solicitation number referenced in the subject line of the e-mail. 2. Shall submit their responses by/no later than the closing date of this notice. Oral communications are not acceptable in response to this notice.
