Description
1. 1. Pursuant to Federal Acquisition Regulation (FAR) 6.301-1, the National Geospatial-Intelligence Agency (NGA) intends to issue a sole source contract to Compusult Systems Incorporated (CSI) to continue Operations and Sustainment support for the Net-Centric GEOINT Discovery Service (NGDS) system and in support of development efforts for NGDS by CSI’s parent company, Compusult Limited (CSLT). This contract will provide continuing integration support services needed to maintain NGDS functional requirements until they can be migrated to other NGA Programs of Record. The period of performance will be for a one year base period and two- six months options. 2. CSI and its parent company hold contracts with NGA for software development and operations and sustainment requirements to ensure that its 38,000 user base can gain access to the GEOINT and imagery data sources through the NGDS search and discovery tool. The NGDS system uses a web application expansion pack built upon the proprietary Web Enterprise Suite (WES) software code. The expansion pack which utilizes the WES application provides NGA with the search and discovery service capabilities of NGDS. Due to delays with migrating the functional responsibilities of this system to other Programs of Record, and retiring NGDS, NGA must keep it operational to fulfill a critical function for its users. The users depend on NGDS to search, discover, order and retrieve geospatial imagery services. 3. The sole source contract will require the contractor to maintain continuous support capability to respond to NGA Enterprise Systems Engineering decisions and changes. Such support may include adapting to new data entering the NSG Enterprise, and downstream modifications resulting from NSE Enterprise Baseline adjustments, and/or retirement of other programs. CSI is a wholly owned subsidiary of CSLT. Due to the proprietary nature of WES, CSI is the only integrator with access to the proprietary code and technical information needed to successfully provide Operations and Sustainment services for NGDS. 4. CSI is the only available source capable of providing integration Operations and Sustainment services to the current NGDS baseline to meet this near-term requirement. Under this effort, CSI will be required to commence performance under the new contract on 29 September 2016 and sustain capabilities until 28 September 2018. 5. At the conclusion of this effort, the NGDS ASP Baseline will be retired and no subsequent competitions are anticipated to sustain NGDS; requirements will be transitioned to another Program of Record. 6. This notice of intent is being published in accordance with FAR 5.2 requiring the dissemination of information on proposed contract actions. This is a notice of intent to award a sole source contract. The statutory authority for this sole source procurement is 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1(a)(b). There is a reasonable basis to conclude that the highly specialized supplies or services are available from only one responsible source and no other supplies or services will satisfy agency requirements. Further, award of this requirement to a different source would result in an unacceptable delay in fulfilling the agency’s requirements and substantial duplication of cost to the Government that is not expected to be recovered through competition. 7. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capability in response to the requirement. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. 8. The Government will issue a Justification and Approval to support the need of a sole source award. 9.
