- THIS IS A NOTICE OF INTENT TO SOLE SOURCE, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. This Notice of Intent is NOT a request for competitive proposals. NAICS: 523910. The New Orleans District, US Army Corps of Engineers (USACE) intends to negotiate on a noncompetitive basis in accordance with FAR 6.302-1(a) (2) - Only one or a limited number of responsible sources and no other supplies or services will satisfy agency requirements. The New Orleans District intends to purchase 34.8 Bottom Land Hardwood (BLH) mitigation credits from the Rosedale Mitigation Bank located in West Baton Rouge Parish, Louisiana. The mitigation credits will fully satisfy the Corp's mitigation requirements for impacts associated with the construction of the Pointe Coupee Seepage Control Project, as addressed in Environmental Assessment #522 prepared in 2013. Rosedale Mitigation Bank is the only mitigation bank in the 8 digit Hydrologic Unit Code (HUC #08070300) area that is currently offering mitigation credits in adequate quantities. For a mitigation bank to be considered responsive and responsible, the mitigation bank shall: -be approved by CEMVN and in full compliance with its Mitigation Banking Instrument (MBI), its other legal instruments (such as its conservation servitude and its financial assurances) and the standards set forth in 33 CFR Part 332; -provide the habitat type that matches the habitat type being mitigated; -have mitigation credits assessed using version 1.0 of the Wetland Value Assessment (WVA) Community Model available to fully compensate for the impacts to the particular habitat to be mitigated; and have a duly-recorded perpetual conservation servitude/easement. Parties must be registered in SAM (sam.gov) and may express their interest, accompanied by supporting literature, to the Contracting Officer no later than 5 August 2016 by 12:00pm Central Standard Time. Responses should be sent to lauren.a.gandolfi@usace.army.mil. Telephone responses will not be accepted. Information received will be for the purpose of determining whether or not to conduct a competitive procurement; therefore, the initial submission must include adequate information for the Contracting Officer to determine whether the contractor is capable of providing the required services. Additional information will not be requested. The determination to conduct a competitive procurement based on responses to this notice is solely within the discretion of the Contracting Officer.
