Description

JUSTIFICATION FOR SINGLE SOURCE AWARDS IAW FAR 13.106-1 (OVER MICRO-PURCHASE THRESHOLD($3K) BUT NOT EXCEEDING THE SAT ($150K)) IAW FAR13.104, COs must promote competition to the maximum extent practicable to obtain supplies and services from the source whose offer is the most advantageous to the Government, considering the administrative cost of the purchase. When competition is not practicable, IAW FAR13.106-1(b), COs solicit from a single source for purchases not exceeding the simplified acquisition threshold. COs may solicit from one source if the CO determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization). IAW FAR13.106-3(b)(3),COs are required to include additional statements explaining the absence of competition (see 13.106-1 for brand name purchases) if only one source is solicited and the acquisition does not exceed the simplified acquisition threshold (does not apply to an acquisition of utility services available from only one source) or supporting the award decision if other than price-related factors were considered in selecting the supplier. This template when completed can be used to document single source awards IAW FAR13.106-3(b)(3). Note: Statements such as "only known source" or "only source which can meet the required delivery date" are inadequate to support a sole source purchase. 1. PURCHASE REQUEST OR REQUISITION NUMBER: 691-16-3-2955-00501A. PROJECT/TASK NUMBER NONE1B. ESTIMATED AMOUNT: $19,500 2. BRIEF DESCRIPTION OF SUPPLIES OR SERVICES REQUIRED AND THE INTENDED USE: The Contract shall provide healing touch instruction. Healing Touch is a relaxing, nurturing energy therapy. Gentle touch assists in balancing physical, mental, emotional, and spiritual well-being. The program of study is carefully sequenced in five levels of instruction: Levels I, II, III, IV and V. Certificates of attendance with approved continuing education credits are issued at the completion of each level. 3. UNIQUE CHARACTERISTICS THAT LIMIT AVAILABILITY TO ONLY ONE SOURCE, WITH THE REASON NO OTHER SUPPLIES OR SERVICES CAN BE USED: Erminia Guarneri, MD a cardiologist, and Rauni Prittinen King, RN, of Holistic & Integrative Med Res Inc. are content experts in Integrative Medicine that provides conventional and complementary therapies in a fully integrated manner. Their vision is "healing people and changing lives through science and compassion." They have opened two centers in the San Diego area focusing on comprehensive integrative medicine care for patients and training for doctors, nurses and other integrative health providers. The original focus was to serve patients with cardiovascular disease. However, they immediately recognized that an integrative, holistic model of care needed to be made available to all patients, and services were expanded to include pain and chronic disease/lifestyle change using integrative/holistic approaches. 4. REASON THAT SUGGESTED SOURCE IS THE ONLY SOURCE, WHICH CAN PROVIDE THE SUPPLIES OR SERVICES: This is a continuation of services offered in 2013 for Levels I, II, III and IV of the Healing Touch series. There are several employees who have received their level one (i) through four (iv) certifications, and are seeking their level five (v). VAGLAHS has decided to offer level five (v), plus a level one (i) mentorship training opportunity to other staff members and allow them to achieve their certification. It would not be advantageous to obtain another vendor as this is a continuation of a previous professional course series and mentorship/training, and this company is unique in that they are certified to teach levels one (i) through five (v). ? 5. DESCRIPTION OF MARKET RESEARCH CONDUCTED AND RESULTS OR STATEMENT WHY IT WAS NOT CONDUCTED: An-intent to sole source was posted on fedbizzops from July 12 through July 19, 2016 and there were no responses. The requesting service has researched other Integrative Medicine training organizations who can also teach levels one (i) through five (v), of Healing Touch, (via online sources, at conferences and by word of mouth) and could not find services that exists with the qualifications of Holistic and Integrative Medicine Resources and can continue to provide the level one (i) through five (v) certification that is already in progress. 6. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b).
