- The 42nd Contracting Squadron at Maxwell AFB, AL hereby gives notice of its intent to award a sole source contract to Ithaka Harbors, Inc. 151 E. 61st Street, NY 10065. The North American Industry Classification System (NAICS) Code is 519130 and the small business size standard is 500 employees. Description of the Requirement: Ithaka Harbors, Inc. will provide an annual access fee for JSTOR Online Databases Arts & Sciences Collections I, II, IV, VI, IX. JSTOR Online databases provide an essential research capability in support of the Professional Military Education (PME) research needs of Air University students, both resident and distance learners. They are fully browsable and searchable electronic archives of the complete back issues of core scholarly journals to Arts & Sciences Collections I, II, IV, VI and IX. The databases provide in-depth scholarly magazine articles from military, defense, U.S. Government, and aerospace journals. For 20 years, librarians at Muir S. Fairchild Research Information Center (MSFRIC) have integrated bibliographic citations into web-based information products in support of the research needs of Air University students. The subscriptions are for Arts & Sciences Collection I with 119 core titles in economics, history, political science, and sociology, as well as in other key fields in the humanities and social sciences. The Arts & Sciences Collection II that has 127 titles. This collection must add depth to many disciplines introduced in Arts & Sciences I, such as economics, history, and Asian studies. Arts & Sciences II must also offers core journals in several new disciplines, such as archaeology, classics, and African, Latin American, Middle Eastern, and Slavic studies. The Arts & Sciences IV Collection must include 114 titles covering law, psychology, public policy & administration, business and education. The Arts & Sciences VI Collection must have 143 titles and include the titles concerning political science, education, linguistics, economics, and Latin America area studies. The Arts & Sciences IX Collection must include 177 titles covering business, economics, archaeology, anthropology, political science, and African & Asian area studies. The subscription must include archival collections covering linguistics, archaeology, and anthropology which are especially necessary for support of ongoing research efforts within the Air Force Culture and Language Center and Air University's Quality Enhancement Plan (QEP). NOTES OF IMPORTANCE: 1. This is not a request for quotes and no solicitation is available. 2. A determination not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. Information received in response to this notice will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. 3. Respondents are discouraged from submitting any information deemed competition-sensitive or proprietary. 4. Respondents will not be reimbursed for any costs incurred in responding to this intent to sole source (ISS). Information submitted will not be returned to the respective respondents. 5. Oral submissions of information will not be considered in response to this ISS. This sole source procurement is under the authority of FAR 13.106-1(b). This will be a firm-fixed price contract for a period of performance of 1 Oct 2016 to 30 Sep 2018. To assist the Government in determining if this acquisition is available for competition, please provide the following information: 1. CAPABILITIES: Please address the following regarding your capabilities in meeting the requirement described above. a. Is your company capable of meeting the entire requirement? Please provide any additional information that the Government should consider in determining if this requirement should be considered for competition. 3. RESPONSES: If there are any other businesses that can provide the specified services described above, you must respond to this notice before 10 Aug 16, 4:00 p.m. Central Daylight Savings Time (CDST). If no responses are received by the above referenced date/time, a sole source contract may be awarded to Ithaka Harbors, Inc.
