- This solicitation constitutes public notice of intent to purchase a fitness test timing system that is 100% wireless, all in one construction, 3 minute set up, and 8 hours of battery life in an all in one construction, with no running mats/ gantries. The intended source is Orbiter Inc., 13500 Pacific Ave S, Tacoma, WA 98444, United States. It is intended that this requirement will be negotiated on an other than full and open competition basis in accordance with 10 USC 2304(c)(1), as implemented by FAR 13.106-1(b)(1) and FAR 6.302-1(a)(2)(iii). All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. This notice of intent is not a request for competitive proposals. However, the Government will consider all submissions received by August 12, 2016 at 4:30pm EST. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. This solicitation is published for informational purposes only. The proposed source, Orbiter Inc., is the only known company that can provide a 100% wireless, all in one construction, 3 minute set up, and 8 hours of battery life in an all in one construction, with no running mats/ gantries fitness test timing system. The applicable NAICS code for this requirement is 423910 and has a size standard of 100 Employees. The Government does not intend to pay for any information received in response to this announcement. Each quotation shall state that proposed unit prices will remain in effect for at least 30 calendar days after date of proposal receipt.
