Description

The West Texas VA Health Care System (WTVAHCS), located in Big Spring, TX 79720, is seeking Service Disabled Veteran Owned Business (SDVOSB) sources capable of providing the equipment and installation listed below. The acquisition will be accomplished using commercial item procedures in accordance with FAR Part 12. NOTE: TO QUALIFY SDVOSB VENDORS MUST BE CERTIFIED IN THE VA VENDOR INFORMATION DATABASE (VIP). GE Mars Ambulatory ECG Analysis System Upgrade: TECHNICAL REQUIRMENTS 1. Background. The Thomas E Creek VA Medical Center Police Services current portable VHF radios have proven to be unreliable. This non-reliability makes for a safety issue for the Officers on patrol, when they cannot call for backup. It also prevents the Officer from providing assistance to the Veteran customer needing assistance. The inability of the current portables from performing MDC emergency ID decode prevents knowing which Officer is in distress and needing assistance. The current usage of the VHF band provides for poor building penetration, causing communication issues. The lack of encryption capability allows for HIPPA, PHI and PII information to be released openly over the air. 2. Scope. The Thomas E Creek VA Medical Center is seeking to purchase the installation and programming of (28) portables with battery chargers and speaker microphones, (1) bases stations,(3) multi-unit chargers, audio and programming accessories. These units must be APCO 25, multi-channel, multi-band UHF/VHF, AES encrypted capable radios with full DTMF keypads and full service and user manuals. 3. Specific Tasks. The contracted radio equipment must meet or exceed the features and specifications of the Motorola APX8000 series. They must also meet the following additional specifications: 3.1 Task 1. Additional Specifications: -Must have the capability to operate in UHF 410Mhz band primary and 170Mhz band secondary. -Must be APCO 25 digital capable. -Must be MDC ID capable with Emergency ID decode to interface with existing equipment. -Must be AES encryption capable. -Must offer Man Down Sensor as an option. -Must include full keypad and DTMF dialing capability for use with a phone patch. -Portables must include speaker microphones rated IP68 -Must be software upgradable to APCO 25 Phase 1 FDMA and Phase 2 TDMA Trunking. -Portables must meet IP68 specification -Must provide at least two portable radios for a one week evaluation of the performance and specified features. -Vendor must provide local service and warranty repair due to the critical nature of police communications. 3.2 Task 2. Installation and programming: -Selected vendor must provide installation to include new antenna and feedline for base stations and programming for all base stations and mobile units. -Vendor must provide programming and programming hardware to include KVL to radio cables for all radios. 4. Performance Monitoring The COR will verify proper programming and operation of the portable, mobile and base radios. 5. Security Requirements Vendor will not have access to PHI or PII information or sources. 6. Government-Furnished Equipment (GFE)/Government-Furnished Information (GFI). There will be no GFE provided. 7. Other Pertinent Information or Special Considerations. OEM Engineer must check in with the Police Service prior to delivery and programming of equipment. 8.
