The solicitation will be issued electronically on the Federal Business Opportunities website at www.fedbizopps.gov. Proposal documents will be available for download in Microsoft Word, HTML, Microsoft Excel, and Adobe PDF; Specifications will be available in Adobe PDF format; and drawings will be available in PDF format. Please Note: Paper copies of the solicitation will not be made available. Vendors can search for opportunities and award history on www.fbo.gov without registering. The Federal Business Opportunities (www.fbo.gov) website has an Interested Vendors List and a Watchlist where you can add your company's interest. Registering provides the opportunity to receive notifications; this is a tool of convenience only and does not serve as a guarantee of notification. Interested vendors and plan holders are required to visit the website periodically to check for amendments and other changes to the synopsis or solicitation documents. Prospective offerors desiring to conduct business with the DOI are required to have an active registration in the Systems for Awards Management (SAM) at www.sam.gov. You are also required to have a DUNS number in order to conduct business with the Federal Government. This pre-solicitation announcement is not a solicitation document, but is a pre-notice of an upcoming solicitation. Specific instructions for submitting your proposal will be contained in the solicitation documents to be issued on or after the date listed below. PROPOSED SOLICITATION ISSUE DATE: Estimated on/about August 17, 2016. The NAICS Code for this requirement is 237990 with a size standard of $36.5 million. DESCRIPTION: The project work consists of the construction of a steel pile-supported 1000 LF elevated boardwalk and bridge including accessible ramp, viewing platforms, pullouts, electrical distribution and a septic pump out system. The bridge/boardwalk work includes the installation of driven steel piles and wood framed superstructure. Electrical distribution work includes adding 2000 LF of new medium voltage power distribution installed under the bridge/boardwalk and along an existing road between existing sectionalizer panels. The septic pump out system work includes new sewage pumps and 1000 LF of 3" HDPE pipe installed under the bridge/boardwalk. Bid Options consist of the construction and rehabilitation of viewing platforms and utility work at the Housing Loop. Brooks Camp is geographically remote, accessible only by boat or plane. Equipment and materials typically must arrive via barge to Naknek/King Salmon, transported overland to a boat ramp at Naknek Lake, and then barged to Brooks Camp. Boat access is limited by water levels and Naknek Lake ice. Float plane access is limited by ice in non-summer months, with lake landings on ice or the beach possible only during very limited windows. Mobilization may occur in late summer 2017; however, phasing constraints will require most of the construction, including pile driving, to occur entirely in the fall, winter, and spring (2017-2018). Materials and equipment will have to be procured by the Contractor in advance of mobilization (related progress payments shall be submitted and paid after mobilization), in order to facilitate execution of the work. The work of this project will involve a remote site location, site access constraints, bear/wildlife restrictions and interactions, cultural resource sensitivity, archeological protection, winter work, potential for adverse weather conditions, restrictions on working seasons, potential for visitor and public interactions, and special phasing requirements due to logistics. TYPE OF PROCUREMENT: It is anticipated that a negotiated firm-fixed price contract will be awarded requiring submission of both a technical and a price proposal. The National Park Service will consider an offeror's technical capability in comparison to its price. ESTIMATED PRICE RANGE: $5 million to $10 million ESTIMATED PERIOD OF PERFORMANCE: Contract Award is anticipated in the fall of 2016, though mobilization cannot take place until late summer of 2017 due to lake levels. Contract completion is expected by June 2018. Proposal receipt date is not known at this time. The actual date will be established in the solicitation documents. A pre-proposal meeting and site visit is anticipated. The date/time/location will be noted in the solicitation. All responsible sources may submit an offer which, if submitted in a timely manner, will be considered. It is the policy of the government to provide maximum practicable opportunities in its acquisitions to small business, veteran-owned small business, small disadvantaged business, and women-owned small business concerns. Such concerns must also have the maximum practicable opportunity to participate as subcontractors in the contracts awarded by any executive agency, consistent with efficient contract performance.
