Description
The U.S. Army Corps of Engineers, Pittsburgh District has a requirement for furnishing and installing locomotive cranes at Emsworth Locks and Dams, Ohio River, Pennsylvania. The work to be performed consists of furnishing all plant, materials equipment, supplies, labor and transportation and performing all the work necessary to design, to prepare drawings and data, to manufacture, to shop test, to prepare and load for shipment, and to deliver and install new locomotive cranes to include floating plant for work purposes. The equipment furnished shall be complete with all parts in good working order, of acceptable materials with accurate workmanship skillfully fitted and properly connected and assembled. The work includes the removal and disposal of the existing locomotive cranes, in addition to installation of the new cranes. The cranes are mounted on the dam service bridges approximately 68 feet above Emsworth normal river upper pool. Total of two Telescoping Locomotive Boom Cranes are 15 Ton Capacity (at 12 foot radius), diesel powered, hydraulic operated, locomotive boom cranes with telescoping boom for Emsworth Locks and Dams on the Ohio River. The cranes shall be diesel-powered, full-revolving type, self-propelled, locomotive type, mounted on non-swiveling hydraulically propelled double flanges wheels. It shall be equipped with a 70 foot telescoping boom and shall be suitable for operation on straight and level track constructed of ASCE 85 pound rails laid 8 feet 0 inches (center-to-center of rail heads) on the deck of the dam service bridges. The dam service bridges each have a 95 ton weigh limit which must not be exceeded. This solicitation will consist of a base contract to furnishing and installing one crane at the Main Channel Dam and an option to furnish one crane at the Back Channel Dam. The period of performance will be 540 calendar days for the base contract and 180 additional calendar days for the option. Award will be made as a whole to one bidder. The Weight Capacity is as follows: Capacity The safe capacity of the crane without blocking, outriggers or excessive counter-weight calculated in accordance with the latest revision of ASME B30.5, shall be not less than as specified herein. The minimum tipping loads shall be at least 33 percent greater than the capacities specified. A substantial plate, on which is marked the safe load capacities at various radii, shall be conspicuously placed inside the cab on the forward end of the crane. Lifting Capacities and Reach The rated lifting capacities, based on 75 per cent of the tipping load or structural limitations within PSCA Standard No. 5PSCA Std #3 at the various radii, shall not be less than the following: Minimum Lifting Capacities Without Outriggers Radius Load Feet Pounds 12 30,000 20 15,500 50 3,300 70 1,700 Weight and Wheel Reactions The total operating weight, without load, shall not exceed 95,000 pounds. The maximum wheel and reactions under full operating load shall not exceed the wheel loading as follows: Boom at 12 foot radius ------------------------------- 30,000 lb/wheel Over end of near trucks ------------- 32,000 lb/truck, 16,000 lb.wheel Over end of far trucks --------------- 12,950 lb/truck, 6,475 lb/wheel Over side of near trucks ------------ 43,000 lb/truck, 21,500 lb/wheel Over side of far trucks -------------- 11,200 lb/truck, 5,600 lb/wheel Over corner of one truck ------------ 56,500 lb/truck, 26,250 lb/wheel This is an unrestricted procurement. The Invitation for Bid (IFB) will be issued approximately August 16, 2016 online only through the Federal Business Opportunities website; therefore, requests for hardcopies of the specifications and drawings will not be honored.
