- Notice Type: Special Notice of Intent to Sole Source This is a SPECIAL NOTICE ANNOUNCEMENT ONLY. The Department of Veteran Affairs (VA), VISN 8 Network Contracting Office intends to award a sole source contract for the C.W. Bill Young VA Medical Center, 10,000 Bay Pines Blvd, Bay Pines, Florida 33744. This proposed contract action is for a service in which the Government intends to award a firm, fixed-price contract with only one source, Performax 3, Inc., 2555 Enterprise Rd Ste 8, Clearwater, FL, 33763-1104 utilizing GSA FSS Schedule GS-35F-0077R under the authority Federal Acquisition Regulation (FAR) Part 6.302-1 (a)(2), only one responsible source. Statement of Work Annual Web Hosted Site Licenses and Maintenance Scope: The contractor shall provide annual Performax Web Hosted Site License and Maintenance for the current content domain hosting solution, content development, and coordination of mandatory training deployment for the C.W. Bill Young VA Medical Center (CWBYVAMC) and associated Community Based Outpatient Clinics (CBOCs). Background: The VA Talent Management System (TMS) is a state-of-the-art online training and employee development system that allows current VA employees to search and register for courses from an extensive online course catalog and track professional development through a single, integrated database. Through the DoD/VA Joint Incentive Fund (JIF) Task Order (W81XWH-09-F-0220), the VA acquired a set of 40 courses pertaining to Annual Regulatory Training topics from the Performax 3 COTS catalog. This request is to obtain annual Performax Web Hosted Site License and Maintenance for the current content domain hosting solution, 50 hours of content customization/development, and coordination of mandatory training deployment of JIF Courseware Version 11.5 (comprised of 40 lessons) for 4,000 users at the CWBYVAMC. Period of Performance: This task order has an initial base year period of performance of 10/1/2016 - 9/30/2017, with four (4) one-year option periods. Domain Hosting: The contractor shall continue to provide an infrastructure that enables local and VISN domains to integrate with TMS. The infrastructure consists of a content server that allows local and VISN level training courses to link with TMS using a "cross-domain" application. The contractor will provide a content hosting domain that is accessible from all Internet connections. Each hosted domain has a unique domain name and content location. The contactor will manage and maintain each domain to ensure that courseware on the domain communicates with TMS using industry standard SCORM 1.2 protocol. The contractor, their personnel, and their subcontractors shall be subject to the Federal laws, regulations, standards, and VA Directives and Handbooks regarding information and information system security in regard to the transmittal of information to a VA information system. Specific activities include: "Provide content website and domain "Upload local training content to domain "Test content for TMS compatibility "Facilitate delivery of courses to CWBYVAMC users Mandatory Courseware: The contractor will continue to provide annual Performax Web Hosted Site License and Maintenance for 40 courses (already acquired by the VA through the JIF Task Order W81XWH-09-F-0220). These courses pertain to Annual Mandatory Training topics that can be customized to meet specific local CWBYVAMC requirements. The courseware has been tested and certified as 508 compliant by the VA 508 Office. Validation testing on the VA TMS has been successfully concluded by the VA Program Office heading up the project. The courses, templates, and learning objects will be used as the baseline content to meet annual regulatory requirements at the VA Medical Centers. Content Development and Maintenance: New and repurposed e-Learning courses shall be developed by the contractor. All courses will conform to Department of Veteran Affairs, Section 508 web-based learning standards. The contractor shall consult with subject matter experts in design and content of TMS courses. The contractor shall load developed courses into TMS and ensure that courses function appropriately. Content re-certification, updates and changes shall be performed as necessary. The contractor must have experience in providing local, VISN-wide, and national courses to the VA as follows: "Demonstrating methods to standardize regulatory training and education programs within the VA creating common and reusable content-off-the-shelf (COTS) "Facilitating compliance with changing regulatory requirements through the deployment of regulatory courseware "Hosting standard courseware at VA sites maximizing cost savings, consistency, readiness, reporting and portability "Reducing the cost of training Response: Responses to this Special Notice should be able to demonstrate the firm's ability, capability, and responsibility to deliver the service listed above. The purpose of this Special Notice announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential qualified Service Disabled Veteran Owned Small Businesses, Veteran Owned Small Businesses, 8(a), HubZone and other Small Businesses interested and capable of providing the services described above. Documentation of technical expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition. No funds have been authorized, appropriated, or received for this effort. Responses should include the following information: Business name, address, business size and Socioeconomic Category (HUBZone, 8(a), Service Disabled Veteran, Small Business, Large Business, etc.), and point of contact to include e-mail address and telephone number. All offerors must be registered in the System for Award Management (www.sam.com) and Representations and Certifications must be completed prior to any future award. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to provide the full maintenance and repair service on equipment listed. Determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Important information: The Government is not obligated to nor will it pay for or reimburse any costs associated with responding to this sources sought synopsis request. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued. No sub-contracting opportunity is anticipated. The North American Classification System (NAICS) code for this acquisition is 611420 with a size standard of $11,000,000.00. Any offeror capable of providing this service shall notify the Contracting Officer by email within 7 calendar days from the date of the publication of this special notice.
