- A. Small Business Sources Sought Notice: NHLBI-CSB-EB-2016-237-KEW B. Title: High performance liquid chromatography - mass spectrometer system C. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified business sources; and (2) their size classification relative to the North American Industry Classification System (NAICS) code 334516, Analytical Laboratory Instrument Manufacturing, for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method. Background The National Institutes of Health (NIH) is the nation's leading medical research agency and the primary Federal agency conducting and supporting medical discoveries that improve people's health and save lives. The mission of the National Institute of Biomedical Imaging and Bioengineering (NIBIB) is to improve health by leading the development and accelerating the application of biomedical technologies. The NIBIB, Intramural Research Program (IRP), Molecular Tracer and Imaging Core Facility (MTCIF) requires a new high performance liquid chromatography - mass spectrometer system in order to maintain and increase capabilities for high resolution qualitative analyses and retain capabilities for highly sensitive quantitative analyses. 2. Purpose and Objectives The purpose of this procurement is to obtain a new instrument with the necessary high mass resolution to meet the demands of the MTCIF and to have sufficient quantitative capabilities to provide mass spectrometry analysis for chemicals synthesized.  3. Scope of Work The contractor shall provide a high performance liquid chromatography - mass spectrometer system to the following specifications: General Specifications: 1. Instrument must fit into existing laboratory space. a. Size: instrument cannot exceed a height of 60 inches above a bench top b. Instrument must fit on nominal 30 inch depth bench top 2. High Resolution Mass Spectrometer a. Capable of high resolution spectra throughout mass range b. Capable of doing MS/MS c. Electrospray interface source 3. UHPLC a. Binary solvent programming capabilities b. Capable of flow operation up to 15000 psi o Flow rates from 0.1- 8 ml/min c. Must include cooled auto sampler d. Column temperature oven 4. Uninterruptable power supply appropriate for needs of instrument. 5. Software for instrument control and data analysis 6. Computer with appropriate power to run software 7. Monitor 8. System must include at least a one-year full coverage warranty. 9. Sufficient consumables, with exception of HPLC solvents, should be provided to conduct acceptance testing. 10. Training in operation and special applications at our site for three (3) or four (4) days 11. Standard one year warranty Specific Requirements: 1. The mass spectrometer is a high resolution FT bench top system. 2. The mass spectrometer is of a configuration delivering high resolution and accurate masses at all modes of operation 3. The mass spectrometer is a LCMS/MS system utilizing a Quadrupole Mass Filter consisting of mass filter providing variable precursor isolation width selection from 0.4 Da to full mass range 4. The mass spectrometer operates in the mass range 50 - 6000 5. The mass spectrometer must be capable of scanning at 12 Hz with a resolution of 17,500 at mass 200 6. The mass spectrometer must be capable of scanning at I Hz with a resolution of 140,000 at mass 200. 7. Mass Accuracy a. Internal: < 1 ppm RMS utilizing lock mass b. External: < 5 ppm RMS, following fully automated calibration c. Mass accuracy is independent of scan speed on all masses in the scan range. 8. Sensitivity: a. Full MS: 500 fg Buspirone on column yields SIN 100:1 or better b. SIM: 50 fg Buspirone on column yields SIN 100:1 or better 9. Dynamic range > 5000:1 intra scan dynamic range with specified mass accuracy Additional Instructions: • It is the Governments intent to trade in the following equipment: a. Applied Biosystems Inc. AB Sciex 4000Qtrap. Model MDSSCIEX. Serial number: U04840509H. b. Thermo Scientific Products Inc, #01517429. Model: LCQ Advantage. Serial number: LAD0033. c. Thermo Scientific - HPLC system attached to LCQ Advantage - Three decaled components #01550408 Model: Surveyor (detector). Serial number 75947. d. Thermo Scientific #01550409. Model: Surveyor (auto sampler). Serial number 78540. e. Thermo Scientific #01550410. Model: Surveyor (pump). Serial number 67458. • Vendor shall be prepared to provide site preparation instructions and discuss with project officer • Vendor shall be prepared to discuss instrument siting with project officer 4. Capability Statement Interested parties are expected to review this notice to familiarize itself with the requirements of this project. Failure to do so will be at your firm's own risk. The following information shall be included in the capability statement: a. A general overview of the respondents' opinions about the difficulty and /or feasibility of the potential requirement, and any information regarding innovative ideas or concepts. b. Information as needed in sufficient details of the respondents' (a) staff expertise, including their availability, experience, and formal and other training; (b) current in-house capability and capacity to perform the work; (c) prior completed projects of similar nature; (d) corporate experience and management capability; and (e) examples of prior completed Government contracts, references, and other related information. c. The respondents' DUNS number, organization name, address, point of contact, and size and type of business (e.g., 8(a), HUBZONE, etc) pursuant to the North American Industry Classification System (NAICS) code: 334516, Analytical Laboratory Instrument Manufacturing, Small Business Size 1000 employees. d. Any other information that may be helpful in developing or finalizing the requirements of the potential acquisition. e. The capability statement shall not exceed 20 single-sided pages (including all attachments, resumes, charts, etc.) presented in single-space and using a 12-point font size minimum, in either Microsoft Word or Adobe Portable Document Format (PDF), with 8-1/2 by 11 inch paper size, and 1 inch top, bottom, left and right margins. f. All proprietary information should be marked as such. Statements should also include an indication of current certified small business status; this indication should be clearly marked on the first page of your capability statement (preferably placed under the eligible small business concern's name and address). Responses will be reviewed only by NIH personnel and will be held in a confidential manner. 5.
