- The following Questions were asked: 1. When is the product needed by? The product is needed by 1 December 2016. 2. How will the RFQ be evaluated? There is a discrepancy between the solicitation and Statement of Work in terms of how the RFQ will be evavluated. Ultimately, it will be evaluated by price and technical acceptability. 3. OSHA requirement for handrail is 42" tall with 21" midrail and kickplate. What portion of the handrail is to be capable of sliding or folding and to what dimension? The Aircraft will be backed into the insert so the front of the aircraft will be facing the hangar doors. We would like to be able to tow the aircraft into the hanger with most of the stands still in place. This would require for the forward facing stands to have foldable, removable or a collapsible feature in order to accomplish this. The remaining hand rails on the aft side of the aircraft can have fixed rails, no need to have this feature on that end. 4. Are adjustable deck sections (sliders) required to conform to the aircraft surface or is it adequate for the fixed flat leading edge of the stand to be padded? If flat-faced stands are utilized, depending on the contour of the aircraft surface, it may leave gaps between the stand and the aircraft surface into which maintenance technicians could fall. Adjustable deck sections are recommended. No sliders will be required surrounding the fuselage, but a padded edge to avoid damage will be required. Although, we require sliders on the stands that surround the wings to accommodate our personal during sanding operations. These should be long enough so the leading edge and trailing edge sliders can meet underneath the wing. The intent is to provide a full plane beneath the wing so maintainers can lay under the wing to perform the sanding operations. 5. Please clarify what coverage is required on the diagonal stabilizers and around the tail area? Are stands required to provide access to the underside and topside of the diagonal stabilizers and, if so, does the limitation to a maximum size of 5' X 6' apply to the tail stand? No special requirements are needed to accommodate the vertical stabilizers, the stand wrapping around the tail will be sufficient. Local stands will be used if higher areas are required to be reached. 6. Since the stands are limited to 5' X 6' and they will be modular and with no fixed position, i.e. all the wing and fuselage stands are interchangeable, are we to interpret the above that each modular stand section is to be equipped with the pre filter/air water separator and air regulator or should we interpret this that only the four air fitting attach points should be equipped with pre filter/air water separator and air regulator. If this is the case, please confirm each 5' X 6' stand, however, should be equipped with quick disconnect fittings and ball valves. It was determined that not every stand has to be equipped with these hook ups and that they are to be located at only 12 locations throughout the platform. 2 on either side of the nose, 2 on either side of the tail, 2 at the wing root aft of the wings and 2 on the wing root forward of the wings and 2 on each wing tip (1 forward of wing tip and 1 aft of wing tip, Left and Right side) to make a total of 12. *PLEASE SEE UPDATED STATEMENT OF NEED AND UPDATED CLIN STRUCTURE IN THE SOLICITATION *CLOSE OUT DATE EXTENDED TO AUG 8, 2016 at NOON (12PM). 7. The wording is somewhat contradictory in the requirements for air in the specifications. Are we correct to read it that each supply air inlet is to have the capacity for 150 cfm, where a filter/separator will be located, with trunk lines capable of 150 cfm to each branch, which would have 3/8" supply line from the trunk to the 2-outlet manifolds, which will be supplied with 3/8" couplers? Is there a particular location that the 4 inlets should be located? We would like the air inlets at the most forward nose side, the tail section and each wing tip. 8. What Skid Steer Loader is being referenced? Please disregard any reference to Skid Steer Loader. 9. Does CLIN 0001 include all our Engineering and PM labor as well as Beale AFB Personnel visitation to our facility costs and Beale AFB Final (Drawing?) Approval/Inspection of drawings? If necessary, this would talk to a final site visit for the winning bidder to take final measurements. 10. What costs will our company incur relative to Beale AFB Personnel visitation here other than the time that our people spend showing them around and talking with them? No Beale AFB employee will need to visit the winning bidder's company. 11. How many days do they anticipate being here to satisfy the CLIN 0001 requirements? If necessary, the final visit will last at most 1 day. 12. Does CLIN 0002 include all material and build related costs as well as the freight charges to ship to Beale AFB, CA? Currently CLIN 0002 only states Delivery unlike the original Solicitation in CLIN 0001listing "RQ-4 Maintenance Stand" With "Include Delivery Cost in Total Price". Should there be an additional CLIN showing the requirement for "RQ-4 Maintenance Stand" listed separately? CLIN 002 covers materials, production and delivery. 13. Originally, We had anticipated that Beale AFB Personnel would off-load the delivery trucks and maneuver the individual stands to wherever they wish. Do you wish to add costs for our company personnel to do this for them? We would like a vendor to offload the trucks. 14. Does CLIN 0003 apply to Beale AFB Personnel conducting an equipment inspection at their facility upon equipment delivery? Relates back to the above question on off-loading by Beale AFB personnel performing this or a requirement for our company to supply off-load personnel. Beale AFB personnel will complete the inspection of the product. 15. What customer training will be required by CLIN 0003? Are they looking for a hands-on showing of how these platforms can be pushed into place and locked together? Or, do they require paper documentation showing this? Relates back to the above question on off-loading by Beale AFB personnel performing this or a requirement for our company to supply off-load personnel and provide training by our company. We would like a representative to show us how to set-up and use the stands. 16. Do you want lighting or electrical outlets on the stands? No. 17. What height do you want the stands? This will be determined at Post-Award.
