A. Disclaimer: This is not a solicitation. This is not a request for quote (RFQ), invitation for bid (IFB), request for proposal (RFP), request for application (RFA) or an announcement of a solicitation and does not assume the government will award a contract or proceed with any of the above solicitations in the near future. The information requested herein is for information purposes and does not constitute a commitment, implied or otherwise, that a procurement action will be issued or awarded. No entitlement payment of direct or indirect cost or charges by the Government will arise as a result of the submission of information. All information considered proprietary shall be marked accordingly. The Government shall not be liable for or suffer any consequential damages for any improperly identified proprietary information. Properly identified proprietary information will be safeguarded in accordance with government regulations. The purpose of this announcement is to determine whether small businesses or other contractors in the industry can perform the requirements specified. Any responses received will not be considered an offer by the responding party and cannot be returned. No telephone inquiries will be accepted and requests for solicitation packages will not be granted, as no solicitation has been prepared at this time. B. Synopsis: This is a Sources Sought notice intended for small business only. This is not a solicitation for proposals, proposal abstracts, or quotations. The National Environmental Satellite, Data, and Information Service (NESDIS) of the National Oceanic and Atmospheric Administration (NOAA) is conducting Market Research for the purpose of identifying small business who have demonstrated capabilities in the area of targeting and acquiring Synthetic Aperture Radar (SAR) data from RADARSAT2 (R2) satellites. No solicitation of offers is made by this synopsis. C. Background: The U.S. Department of Commerce (DOC), NOAA, NESDIS, National Ice Center's (NIC's) mission is to provide the highest quality, timely, accurate, and relevant snow and ice products and services to meet the strategic, operations, and tactical requirements of the United States interests across the global area of responsibility. Up until May 2008, NOAA was part of a partnership agreement between the National Aeronautics Space Agency (NASA) and the Canadian Space Agency (CSA), which allowed them to acquire RADARSAT-1 SAR data. Upon launch of RADARSAT-2 satellite in May 2008, the partnership ceased, however, the NIC now purchases RADARSAT-2 SAR data at viable commercial rates. Use of SAR data to monitor conditions in the Polar Regions, Great Lakes and selected waterways, and the Chesapeake and Delaware Bays and selected rivers and lakes are essential because SAR imagery is a high resolution data source capable of penetrating the perpetual cloud cover and illumination conditions unique to the regions specified above during the winter months, which enables the NIC to analyze ice, water, and snow. Current technology allows NIC to create ice classification, concentration, and motion products from SAR data, which greatly aid in the production of a wide variety of ice information and decision making products. D. Requirements: I. TASK DETAILS: 1. This data buy requires the Contractor to deliver R2 SAR data to NOAA which includes: a. Processing; transcription, and/or staging of data. b. Acquisition scheduling, operations, and maintenance support of R2 SAR data for NOAA to meet NOAA's and NIC's operational and forecast data requirements. c. The areas of interests for this data buy include but are not limited to: (1) The Arctic Snap-shot; (2) Covergae of Alaskan rivers and lakes, Alaskan coastal regions, and the Bering Sea; (3) Covergag of Great Lakes regions and selected waterways; (4) Covergare of Chesapeake and Delaware Bays and selected rivers and lakes; (5) Support to field operations; (6) Support of response amd mitigation activities during environmental and man-made hazards disasters, and emergencies. 2. Estimated Quantities and Collection Type: The estimated quantities and collection type for the data will be defined in each of the imagery collection requests submitted in accordance with Table A below. Specific imagery collection geographical areas and satellite recording time will be defined by the government based on evolving seasonal conditions and operational requirements. The Collection Table defines the types of collections to be made under this contract. The collections are based on the geographical area covered, the characteristics of the surface being imaged, and the resolution of the data sought. The collections specification below is for RADARSAT-2 SAR data utilized for depicting ice types where large and medium bodies of water must be covered with a manageable number of frames. Image quality must be consistent with established analytical tradecraft. The table below identifies the requirements for collections of imagery. As required, the Contractor shall provide R2 SAR data to NOAA designed for near real-time operations or emergency use for the U.S. Government. This data will provide the NIC, partners, and affiliates access to R2 SAR data in support of NOAA’s commerce and transportation goal with information for safe, efficient, environmentally sound transportation and also during natural and man-made catastrophic events. The SAR data quantity to be processed and delivered in NRT will be defined by the Government based on seasonal and operational requirements. The Contractor shall provide notifications to NOAA/NESDIS and NIC of data delay and anomalies, and scheduled repairs/maintenance/outages (satellite/ground station). II. SUBMITTALS/DELIVERY: The method of delivery is through the Internet where NIC connects to a server located at the contractor's facility to enable download the images for NIC’s operational use. Alternatively, in cases of emergencies, and upon request by the U.S. Government, the Contractor shall deliver imagery on DVD via express common carrier to a recipient address specified by the Contracting Officer’s Representative (COR). Timely submission of deliverables is essential to the successful completion of this delivery order. Schedules for deliverables are specified in the Scope and Task Definition. All material and information gathered and/or developed in the performance of the tasks listed in the contract shall be the property of the U.S. Government. Data gathered during the evaluation shall not be used or distributed by the contractor without special written government permission. III. REPORTS: 1. The Contractor shall submit a monthly report summarizing regular operations of direct downlink of SAR data, processed, and staged for or pushed to the NIC through the Internet. 2. The Contractor shall submit a report at the end of each Government fiscal year to NOAA/NESDIS/NIC summarizing the research, operational and maintenance/repairs support provided. In addition, the Contractor shall submit a monthly billing report by the 10th of each month of of of the number of images that has been processed and delivered to the NIC. IV. FACILITIES AND EQUIPMENT: Performance of the SOW requires direct downlink of SAR data, processed, and staged for or pushed to the National Ice Center (NIC) through the Internet. V. LICENSE: National Ice Center (NIC) License clause: Unless otherwise specified in the collection request, imagery shall be provided to the NIC with license that includes the following statement: “Under this license agreement, the National Ice Center (NIC), which is comprised of the National Oceanic and Atmospheric Administration (NOAA), the United States Navy (USN), and the United States Coast Guard (USCG), is considered a single user. In addition, this license agreement allows for the distribution of imagery (including all spatial reference information) from the NIC to NOAA, USN, and USCG vessels operating in or near ice covered waters, to include further dissemination to all NOAA, USN, USCG, North American Ice Services (NAIS), and National Science Foundation (NSF) personnel operating in support of ice operations.” VI. SECURITY: This is a non-Information Technology (IT) contract; therefore, the requirements of Commerce Acquisition Regulation (CAR) 1352.239-72, Security Requirements For Information Technology Resources (April 2010) and Commerce Acquisition Manual 1337.70, Department of Commerce Personnel Security Requirements (Nov 2010) do not apply. The data is made available under the service terms of this contract, which address data availability requirements. VII. STAFF ORGANIZATION AND RESPONSIBILITIES: Contractor personnel shall not give any news releases or conduct media interviews concerning the work performed under this delivery order. All media inquiries will be directed to the contracting officer or technical representative. VIII. CONSTRAINTS: 1. Any changes to the delivery method, procedure, or format will be agreed on an ad-hoc basis between NIC and reception facility operations staff. 2. Delivery of the data to NIC will be by full scene transfer, or using compression software as required by NIC, over the Internet. NRT applies to one image in any given pass. E. Information Requested: Interested companies should describe their capabilities as it relates to the activities below: • Adaptability to respond to emerging and expanding needs of their sponsors and anticipated future critical issues; and • Objectivity to produce thorough, independent analyses to be address complex technical and analytical problems. In addition to addressing technical capabilities, responses must include the following: • Name and address of firm • Size of Business (i.e., large, small, small disadvantaged business, woman owned, etc.) • Average annual revenue for the past three (3) years and number of employees; • Ownership: • Number of years in business; • Affiliate information; • Parent company, joint venture partners, potential teaming partners, prime contractor (if potential subcontractor) or subcontractors (if potential prime); • List of customers covering the past five years (highlight relevant work performed, contract numbers, contract type, dollar value of each procurement); and • Point of contact address and phone number: F. Submittal Requirements: Submittals must clearly state interested and capable contractors "Shall or "Shall Not" agree to incorporating CAR 1352.209-71, Limitation of Future Contracting (April 2010), in any solicitations for the above described requirements. Telephone responses are NOT solicited. There is currently NO solicitation, therefore, DO NOT request a copy of the solicitation. This synopsis should not be construed as a commitment by the Government to award a contract nor will the Government pay for the solicited information. Please submit your submission via email to the attention of Contact Specialist (CS) Gion Lalican (gion.lalican@noaa.gov) no later than August 12, 2016, 2:00 PM Pacific Standard Time (PST). The response shall be submitted in Microsoft Word format (Windows 7 Enterprise). The response shall be no more fifteen (15) single-sided, single-spaced pages (excluding the cover page), and use a minimum font of twelve (12) point, Times New Roman on eight and one-half by eleven inches (8 ½” x 11”) paper. Each page shall be separately numbered. Responses must be received in writing no later than the date and time specified in the notice.
