- Description
- This is a Notice of Intent, not a request for proposal. The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with Core Informatics LLC, Branford, CT to procure a suite of Core Informatics commercial software with configuration, development, initial licenses and annual maintenance and support. The suite of applications and development services include: Platform for Science License, Core Laboratory Information Management System (LIMS) License, Core Scientific Data Management System (SDMS) License, Core Software Development Kit (SDK) License, eLearning Enterprise Account, Basic Support & Maintenance, Business Analysis Services, Project Management, Professional Services, Oracle Standard Edition Two Perpetual License, Oracle Annual Maintenance and Support, Travel Reimbursement. This software will be used in support of ongoing research at the Vaccine Research Center's (VRC) Sequencing Lab. The goal of VRC Sequencing Lab Core LIMS Implementation project is to create a version 1.0 LIMS to support the data management needs of the VRC Sequencing Core. The VRC Sequencing core conducts RNASeq and deep sequencing of specific gene products from T-cells and B-cells. The lab requires a LIMS to: 1.Track projects, samples, and reagents 2. Automate QC reporting, 3.Standardize experimental workflows. The place of delivery is Bethesda, MD 20892. The statutory authority for this sole source requirement is 41 U.S.C. 253 (c) (1) as implemented by FAR 6.302-1 only one source available. The required software and service is proprietary to manufacturer, Core Informatics, LLC. THIS IS NOT A REQUEST FOR PROPOSAL. All responsible sources that could provide comparable services may submit a capability statement that will be considered by email (subject line to reference NOI-RML-D-1805782) to Bevin Feutrier at bevin.feutrier@nih.gov, by 5:00 pm eastern standard time Thursday, August 11, 2016. All responses received by the closing date of this synopsis will be considered by the Government. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
