Description
Performance Work Statement This is a combined synopsis/solicitation for commercial items prepared in accordance with the format prescribed in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation FA4877-16-Q-0351 is issued as a request for quotation (RFQ). This solicitation document incorporates provisions and clauses of those in effect through Federal Acquisition Circular 2005-89, Defense Circular Number 20160630, and Air Force Acquisition Circular 2016-0603. This procurement is being issued as a 100% small business set-aside. The North American Industry Classification System Code is 811490 with a size standard of $7.5M. The right to make multiple or no award is reserved in the event it is advantageous to the Government to do so. The evaluation factor for this requirement will be lowest price that technically meets the government's need. All work will be performed in accordance with (IAW) the attached Performance Work Statement (PWS) to include but not limited to: The contractor shall remove and replace existing pumps with 2 each 15hp Pentair EQ Pumps and existing chlorinator with AT Powerbase 150 chlorinator (or equal items are acceptable for all items). Contractor shall repair leaks on equipment, replacing butterfly valves, and backwash valve and flange unions. The contractor shall use new replacement parts and materials that conform to the original equipment manufacturer's specifications. The contractor shall provide the following Contract Line Item Number (CLIN): CLIN0001 - All necessary parts IAW attached PWS. (1 LOT) CLIN0002 - Labor for installation and all other work required work IAW attached PWS. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).
