Attachment 1, Schedule of Supplies and Prices Combines Synopsis/Solicitation Number HSCG40-16-Q-11006 The United States Coast Guard Surface Forces Logistics Center Patrol Boat Product Line has a requirement to manufacture propellers for the 87' Coastal Patrol Boats. Each vessel has one (1) right hand (RH) propeller and one (1) left hand (LH) propeller. The Coast Guard intends to order approximately twelve (12) right hand and twelve (12) left hand propellers per year for a total of twenty-four (24) propellers. This requirement will require the offeror to provide all equipment, labor and materials necessary to manufacture, test, inspect, preserve, package, pack, mark, bar-code right and ship (RH) and (LH) marine monobloc propellers applicable to the U.S. Coast Guard 87' WPB Coastal Patrol Boats in accordance with applicable drawings and other specifications. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being requested and a written solicitation will not be issued. This requirement will be satisfied using FAR Subpart 13.5, Simplified Procedures for Certain Commercial Items. This solicitation is a request for quotations (RFQ). Solicitation Number HSCG40-16-Q-11006 is assigned to this procurement for tracking purposes only. The incorporated clauses and provisions are those in effect through Federal Acquisition Circular (FAC) 2005-89. This requirement is a Small Business Set-aside. The North American Industry Classification System (NAICS) Code is 331529, with a small business size standard of 500 employees. A list of the contract line item numbers (CLINs), items, estimated quantities and units of measure to be acquired for the base year and four (4) option years can be found in Attachment I: Schedule of Supplies and Prices. Insert unit and total price in U.S. Dollars for all CLINs listed in the Schedule. Unit prices shall include shipping costs, free on board (F.O.B.) Destination and the cost of packaging, marking and bar-coding. (Note: the Extended Price column and Extended Total should automatically calculate and populate.) See Attachment I: Schedule of Supplies and Prices Item: Propeller Left Hand National Stock Number: 2010-01-459-0421 Part Number: LH 706-3350.00 QTY: Per Contract Item: Propeller Right Hand National Stock Number: 2010-01-457-0573 Part Number: RH 706-3351.00 QTY: Per Contract Item: Shipping Crate Reusable National Stock Number: N/A Part Number: N/A QTY: Per Contract Failure to read the specifications in its entirety will not relieve the offeror from the responsibility for properly estimating the difficulty or price of successfully performing the work. Failure to do so will be at the offeror's risk. All quotes submitted in response to this solicitation shall stand firm for 120 calendar days from the date specified in this solicitation for receipt of quotes. The propellers are to be Manufactured, Packaged, Marked, and Shipped F.O.B. Destination in according with USCG Specification P-245-0489 Rev. B, dated 02/01/2016 and Coast Guard Drawing 87 WPB 245-003, Revision A (Available Upon Request, Company must be listed in the Defense Logistics Agency Joint Certification Program database in order to receive drawing). Contract Type: The USCG, Surface Forces Logistics Center (SFLC) intends to award a Single Firm Fixed-Price, Requirements Contract. Under this contract, the USCG will issue delivery orders to the contractor. Delivery orders may be issued by mail, e-mail, facsimile and orally (followed-up in writing). Period of Performance: The performance period for this requirement includes one (1) base year and four (4) option years. The base period of this requirements contract will begin on the date of award and continue for twelve months thereafter. The first year option period, if exercised by the Government, is a 12-month period that will occur consecutively following the base year. The second year option period, if exercised by the Government, is a 12-month period that will occur consecutively following the first option period. The third year option period, if exercised by the Government, is a 12-month period that will occur consecutively following the second option year. The fourth year option period, if exercised by the Government, is a 12-month period that will occur consecutively following the third option year. Place of Performance: Contractor's facility. Extent of Obligation: The Government is obligated only to the extent of authorized purchases actually made under this contract. The quantities specified on this solicitation are only an estimate. The Government may order more or less depending on actual needs. Questions are due no later than 12 August 2016, by 2:00 EST. All submissions shall include the Solicitation Number, HSCG40-16-Q-11006, in the subject line of the email. All vendors submitting quotations must be registered and active in the System for Award Management (SAM), website location https://www.sam.gov, at time of submittal. If you are not actively registered in SAM, your quotation may not be considered. Late submissions will not be accepted. Quotations are due 22 August 2016, by 2:00 P.M. EST. Quotes must be submitted electronically to Micha Wisniewski at Micha.A.Wisniewski@uscg.mil. Documents may have to be sent in separate e-mails due to USCG e-mail size restrictions (10MG). Refer to section VIII.C. Quote Submission Requirements to ensure quotes have required documentation to be considered.
