RFQ - 0915 This is a combined synopsis/solicitation for a commercial item prepared in accordance with all parts of and format in Subpart 12.6, as supplemented with additional information included in this notice in conjunction with procedures in FAR Part 13. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This requirement is posted as a Small Business Set-Aside, however if there are two or more Service Disabled Veteran-Owned Small Business (SDVOSB)/ Veteran-Owned Small Business (VOSB) manufacturers or authorized dealers, the requirement will be set-aside for SDVOSBs/ VOSBs. SDVOBs/ VOSBs not listed in https://www.vip.vetbiz.gov/ are considered non-responsive and price quotations will not be evaluated. Award will be made to the responsive/responsible offeror who provides the technically acceptable product at the lowest price, delivery included, considering verified SDVOSB/VOSB sources (FAR 52.212.2 Evaluation factors). NAICS code 334614/750 employees applies. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-89. Only emailed requests received directly from the requester are acceptable. Email quotes to jonathan.ursino@va.gov no later than the required due date Monday, August 8, 2016 on or before 12:00 PM (Noon) Pacific Time. Receipt must be acknowledged on my desktop computer to be recognized as received. This is the only acceptable method for delivery of quotes. Please state if your company has any government contracts, i.e., GSA, SEWP, NAC GSA BPA, or you plan on a submission under "open market" conditions. OBJECTIVES: Improve reporting turnaround time, transition users from back-end to front-end speech over time, reduce mistakes and improve patient safety where users can navigate Vista using voice commands with necessary macros. HIPPA compliance. SOLUTION: Obtain user friendly Pathology Department speech recognition dictation/transcription software/system for use on up to 15 different workstations. Solution must include mixed methods of templates and processes such as editing as allowed by the software. The solution must be able to be integrated with Vista anatomic pathology system for a successful end result. The approach must also allow free text dictation and sign-off in real-time as well as dictation and speech recognition for report completion and controlled navigation through Vista. "Hands-Free" ability must be obtained. Users will dictate reports directly into a personal computer equipped with speech recognition software and boom microphone or wireless headset/foot pedal used to control microphone activity and simple navigation (field forward, field backward in templates). Solution must comply with CAP's electronic Cancer Checklists (eCC) and provide access to current eCC and existing non-eCC templates (from Word or other available sources) content to enable structured voice results. In addition, the solution must provide a method for importing templates for future use. Templates using software generated, Microsoft Word and other sources are to be included. Same day technical support is required. Anticipated Minimum Requirements list: Software, hardware, noise-cancelling headset and foot pedals, training, same-day technical telephone support, and all licenses are required. Warranty: Option time periods must be offered for hardware and solution maintenance for up to 5 years. Contractor must state detail and prices per year.
