Description
Pictures of Tower to be removed SUBJECT: MARKET RESEARCH FOR BOULDER ATMOSOPHERIC OBSERVATORY TOWER REMOVAL DESCRIPTION: THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. The National Oceanic and Atmospheric Administration (NOAA) research operations at the Boulder Atmospheric Observatory (BAO) facility are no longer needed and the site is being prepared for disposal. As part of this preparation the 300 meter tower and all supporting elements for the tower must be removed, see attached photos. The BAO tower is located in Erie, Colorado. The properties to be addressed in this effort include: Tower • One (1) 300 meter tower structure of galvanized steel • Two (2) 1000 foot elevator racks • Instrument booms: o Two booms at each Level 10, 22, 50, 100, 150, 200, 250 and 300 meters, north and south side of tower • Nine aircraft warning lights o Levels 100, 200, 300 meters • Power and control boxes at base of tower • Eighteen (18) guy wires (6 per tower leg) o Eighteen (18) sand dampers (1 per guy wire) • Ten (10) 1000 foot copper/power signal lines for elevators • Aluminum conduit to eight instrument boom levels o Levels at 10, 22, 50, 100, 150, 200, 250 and 300 meters, north and south side of tower • Fiber optical cable to each of the eight instrument boom levels o Levels at 10, 22, 50, 100, 150, 200, 250 and 300 meters, north and south side of tower • AC power lines and conduit running up length of tower Support elements • Three (3) ground bases • Six (6) guy anchors • Copper grounding plane around base of the tower 3.0 Scope The contractor shall provide all equipment, materials and qualified, experienced employees, professionals and other staff to perform the work outlined in this SOW, and the contractor's submitted and approved work plan. Although the specific methods/procedures to accomplish the work will be presented in the contractor's post-award work plan, general requirements are addressed in Section 4.0 "Description of Work". 4.0 Description of Work Work to be performed includes but is not limited to planning, mobilization, execution and cleanup for: Tower: 1) Preparation of rigging plan. 2) Preparation of a de-stacking plan. 3) Tower rigging in accordance with approved rigging plan. 4) Removal of all tower appurtenances necessary for safe and efficient de-stacking of tower. 5) De-stacking of tower elements (described in Section 2.0) in accordance with approved rigging and de-stacking plan. Ground/Support Elements: 6) Removal of three (3) ground bases to ten (10) feet below grade, backfill and scrap. 7) Removal of six guy anchors ten (10) feet below grade, backfill and scrap. 8) Removal of copper grounding plane around base of tower, backfill and scrap. General: 9) Site clean-up and disposal of all scrap materials removed in items 4, 5, 6, and 8 of this section. 10) Final inspection of work performed and punch list corrections made as needed. 11) Preparation and submittal of project closeout report. 5.0 Qualifications/Certifications The Contractor shall have the rigging and de-stacking plans reviewed and signed by a professional and licensed tower engineer registered in Colorado. A qualified engineer shall be on site during rigging and de-stacking to verify that the work is done according to the aforesaid Plans' intention. 6.0 Disposal of Scrap All scrap materials shall become the property of the contractor. The estimated value of scrap that may be recycled shall be identified as a reduction in cost in the offeror's price proposal. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of the submission of contractor's information. The Government shall not be liable for or suffer any consequential damages for proprietary information not properly identified. Proprietary information will be safeguarded in accordance with the applicable Government regulations. Responses to this market survey must include; a company profile that describes similar work performed under other contracts, a statement regarding current industrial and logistical capabilities relative to this requirement, a rough order of magnitude (ROM) for work cited above. Please include the following: 1) Your firm's DUNS number & CAGE code; 2) Your firm's SBA certified small business concern status. Specifically identify if your firm is HUBZone-certified, Service Disabled Veteran Owned, or SBA 8(a) program certified; 3) A brief description of your firm's recent past experience for similar requirements (within past 5 years); 4) Your firm's capabilities, specifically whether your firm has the ability to provide the required project management of this magnitude; 6) Identify any proposed work that your firm would likely subcontract out. Any subsequent contract will contain the mandatory FAR clause 52.219-14, Limitations on Subcontracting, which limits subcontracting costs to 50% of the price of the contract. This RFI does not constitute an Invitation for Bids, Request for Proposals or Request for Quotes.
