- The Army Contracting Command - Warren Intelligence and Security Command (INSCOM) Acquisition Center intends to award a sole source contract on behalf of 1st Information Operations (IO) Command for Cyber Mission Force Methodologies Training to the second IO Battalion. It is to facilitate training that supports the readiness of the United States military forces to operate with decisive advantages in cyberspace. Due to the unique subject matter expertise in the development for the existing classified cyber training frameworks, ANCR, LLC has developed a proprietary unclassified training equivalent that meets Cyber Mission Force Training. This award is being exercised under authority of 41 U.S.C. 253(c), as implemented by FAR 13.106-1(b)(1), to ANCR, LLC. 5309 Wurzbach Road, Suite 101, San Antonio, Texas. The requirement is to provide Cyber Mission Force Methodologies Training course consisting of Cyber 1100 Network Traffic Analysis, Cyber 1200 Cyber Threats Detection and Mitigation and Cyber 3100 Malicious Network Traffic analysis. The Cyber OPFOR mission is to execute cyberspace opposing forces (OPFOR) operations to challenge U.S. military forces by providing a contested cyberspace environment at the Combined Training Centers and the Mission Command Training Center Program directed by Headquarters Department of the Army (HQDA) Executive Order (EXORD) 128-13: Incorporation of a dedicated cyber OPFOR into Army training. The 1st IO Command facilitates this intent by conducting emerging developmental courses, via their approved Forces Command (FORSCOM) Dragon Academy, ensuring its soldiers at all levels remain relevant and vigilant against all cyber-attacks during a training Informational Environment (IE). This contract is Firm Fixed Price (FFP). The period of performance (PoP) for the contract will be from 08 August 2016 to 26 August 2016. This notice of intent is NOT a request for competitive quotes. The Government intends to solicit and negotiate with only one source. No Request for Quote (RFQ) will be available for competitive quotes. The Government will not pay for any information received.
