- Description The Department of Veterans Affairs Office of Construction and Facilities Management (CFM) is seeking Small Business Construction Management firms to provide Construction Management (CM) Services whereby the Construction Manager will perform as an Agency Construction Manager for CFM Palo Alto. The CM shall furnish all the necessary personnel, materials, services, office and all incidentals necessary to perform CM Services for Research and Vivarium Medical Unit (VMU) project for the VA Palo Alto Health Care Systems, Palo Alto, CA. This project will consist of the new construction of a Research and VMU building with approximately 95,000 GSF, 2-story building with a below grade Vivarium floor, Interstitial floor, and a loading dock. Work includes associated site utilities, site demolition, landscape and hardscape. Construction was awarded for $95,207,000.00 The CM firm must be classified under one or more of the following small business programs: (1) Service Disabled Veterans-Owned Small Business (SDVOSB); (2) Veteran-owned Small Business (VOSB); (3) Small Disadvantaged Business (SDB); (4) Women-Owned Small Business (WOSB); (5) Section 8(a) and/or (6) HubZone. Firms interested in this project must have 5 years experience as a CM with at least three (3) projects of similar size and scope. A single contractor is being sought. This is not a request for proposal. NO solicitation exists; therefore, do NOT request for a solicitation The Government is seeking information for market research purposes only. The Government may or may not issue an RFP for this project. Firms interested in the providing CM services shall include the following information: 1. Company name and if you have a GSA Schedule; 2. Address, 3. Point of Contact; 4. Phone number and email address; 5. Business size determination and qualifying small business status; 6. Certification of Small Business status, DUNS and TIN Number; 7. Provide construction management experience of similar projects in size and complexity. Please provide your email responses to susan.lam@va.gov addressing all the above items no later than 3:00 pm (PST) on August 8, 2016. Small business concerns failing to respond to this ad will not be precluded from responding to the solicitation. NOTE: If this project is solicited as full and open competition and in order to mitigate adverse effects to the small business community. Prospective large contractors will be required to submit a small business subcontracting plan as part of their bid.
