- This announcement constitutes a Sources Sought Synopsis. This is not a Request for Quote (RFQ) or a Request for Proposal (RFP). This announcement is for information and planning purposes only and is not to be construed as a commitment by the government, implied or otherwise, to issue a solicitation or award a contract. The Department of Veteran Affairs, National Cemetery Administration, is seeking qualified sources to furnish (F.O.B. Destination), all necessary labor, material, equipment and supervision to perform supplying, delivering and installation of concrete grave liners at the Lebanon National Cemetery Highway 80W, Nancy, KY., 42544. The contractor shall provide all labor, materials and transportation necessary to furnish and install Type I - Concrete Vaults, Style 1 - Box with Separate Lid at Lebanon National Cemetery, Highway 80W, Nancy, KY., 42544, in accordance with the requirement of the Commercial Item Description (CID), No. A-A-30194, dated July 26, 1993 (Attachment A). INSIDE DIMENSIONS Small Liner58 inches by 20 inches by 18 inches Medium Liner86 inches by 30 inches by 24 inches Extra Large Liner92 inches by 36 inches by 28 inches GENERAL REQUIREMENTS It is the contractor's responsibility to keep pace with the grave liner requirements of the Lebanon National Cemetery in presenting grave liners; to remain in close proximity to excavation crews as directed and customarily required by National Cemetery policy and remain on station until grave covers are in place. Lebanon National Cemetery uses a gravesite measuring 4' x 8', 4x10, and 5' x 10'. This will require exact preciseness in placement of grave liners. Grave depths are generally 5 to 7 feet deep but may exceed seven feet. INSTALLATION All installations normally associated with the placement of the grave liners shall be the contractor's responsibility. Sufficient manpower and equipment shall be provided by the contractor for the safe, acceptable and timely installation of the units. Contractor's equipment and operating procedures must meet all OSHA AND DOT requirements. The National Cemetery will not provide employees to assist with the installation. The installation of the grave liners requires a sufficient crew to lower the grave liner into the grave as not to cause a cave-in. If a cave-in results, the contractor will be responsible for making repairs and correcting deficiencies. When lowering the grave liner, the contractor will keep the liner level at all times preventing it from going side to side as well. Contractor will assure that grave liners are properly guided into the grave. Contractor must be able to place grave liners during any, and all types of ground conditions, and inclement weather in a timely manner. Grave liners shall be installed at the time gravesite is ready. Grave liners will be visually spotted and placed in accordance with grave site alignment. The Cemetery reserves the right to determine what constitutes an acceptably placed unit in accordance with placement requirements. Removal, replacement or corrective work resulting from negligence by the Contractor, shall be corrected at no additional cost and shall not interfere with the normal performance of the contract. Corrective work will not result in delays for the scheduled interments or result in employees of the Lebanon Grounds Maintenance Contractor having to work beyond the normal working hours of 8:00 a.m. to 4:30 p.m. Grave liners are to be installed within the gravesites not less than sixty (60) minutes prior to scheduled interment. The unit will be secured (lid placement made) immediately after the lowering of the casket in the gravesite. Zero (0) units will be allowed storage within the cemetery grounds. The Contractor will be notified of requirements for units to be delivered to the National Cemetery the day prior to grave liners being required at the cemetery. REOPENING/OCCUPIED GRAVE SITES All interments (1st and 2nd) shall use a portable vault carrier. Equipment will not exceed 11,000 pounds gross axle weight when operating in established burial sections (See "DAMAGES CAUSED BY CONTRACTOR'S NEGLECT). The Lebanon Grounds Maintenance Contractor's contact person is available to provide assistance in determining access points into burial sections or call Kentucky National Cemetery Complex Foreman at Camp Nelson National Cemetery for guidance. DAMAGES CAUSED BY CONTRACTOR'S NEGLECT In the event damages result to the units and/or gravesites (cave-in's), surrounding areas, or to third parties, due to neglect by the Contractor, restitution will be required at no cost to the agency. Changes in schedules, work assignments or delays of daily operation must not occur under any circumstances. STORAGE - REJECTION Zero (0) units will be allowed to be stored on the cemetery grounds. All damaged or rejected units shall be removed, without exception, from the cemetery grounds daily. All rejected units will be indicated (marked in such a manner), as mutually agreed upon by the Contractor and the Cemetery Director. Products manufactured to metric dimensions will be conducted on an equal basis with those manufactured inch-pound units, providing they fall within the tolerances specified using conversion tables contained in the latest revision of Federal Standard No. 376, and all other requirements of this document are met. If a product is manufactured to metric dimensions and those dimensions exceed the tolerances specified in the inch-pound units, a request should be made to the contracting officer, in conjunction with the COR, who will accept or reject the product. Packaging and Marking Grave liners will be prepared for shipping in accordance with the Commercial Item Description (CID) No. A-A-30194 (See Attachment A). Grave liners and lids shall be marked in accordance with the CID. (See Inscriptions). DELIVERY REQUIREMENTS The contractor will be required to deliver and unload an estimated 1 to 20 units per day at a site to be determined by the Cemetery Director or his/her designee. The Contractor is to be at the cemetery and grave liners are to be installed within the gravesite not less than sixty (60) minutes prior to scheduled interment. The unit will be secured (lid placement made) immediately after the lowering of the casket in the gravesite. Zero (0) units will be allowed storage within the cemetery grounds. The contractor will be required to work all burials schedule during holidays and weekends within the National Cemetery. The contractor will be notified of requirements for units to be delivered the day prior to grave liners being required at the National Cemetery. Normal hours of interment operations for purposes of delivery and installation of grave liners are 8:00 A.M. through 4:30 P.M. All work shall be performed between the hours of 8:00 a.m. and 4:30 p.m. local time, Monday through Friday, week ends, and holidays, as required (See FEDERAL HOLIDAYS). Work performed during non-duty hours, weekends and holidays, will be at the discretion of the COR. The contractor will normally be notified of unit requirements to be delivered the day prior to need, with the exclusion of Mondays due to the possibility that interments were scheduled over the week end. In those cases, the contractor will not be notified until approximately 8:30 a.m., on Monday morning, the day of interment. On occasion, an interment may be canceled at the last minute, which prevents the Government from providing the contractor with advance notice. When this occurs, this contractor shall be required to remove the grave liner from the gravesite at no additional cost to the Government. The contractor agrees to phase all work in such a manner as not to impact on or interfere with cemetery operations. The contractor shall not operate equipment, machinery, or otherwise perform contract work within 250 feet of any ongoing interment service. The COR, at his discretion, may direct and arrange the contractor's performance in specific areas of the cemetery to ensure smooth cemetery operations. The purpose of this notice is to determine interest and capability of potential qualified Service-Disabled Veteran-Owned Small Businesses (SDVOSB), Veteran-Owned Small-Businesses (VOSB), and Small Businesses relative to the North American Industry Classification code (NAICS) 327390 Other Concrete Product Manufacturing. The Small Business Size Standard is 500 employees. VOSB/SDVOSB offerors interested in submitting a quote for this project, if it is formally advertised, must be registered and be verified in the www.vip.vetbiz.gov website and must provide the correct NAICS code to include the Data Universal Numbering System (DUNS) commercial and Government Entity (CAGE) number, name of the firm, address, phone and point of contact. To make an appropriate acquisition decision for this requirement, the Government will use responses to this sources sought synopsis. The type of solicitation issued and the manner of advertisement will also depend on the response to this sources sought synopsis. SUBMISSION REQUIREMENTS FOR RESPONSES TO THIS SOURCES SOUGHT SYNOPSIS: All responsible parties interested in responding to this notice are invited to submit a capability statement, including costs that provide sufficient details for consideration by the Government. Responses must be received by Tuesday, August 9, 2016, 2:00 PM ET. Oral communications are not acceptable in response to this notice and telephone inquiries will not be accepted. All responses must be submitted through the Department of Veterans Affairs - Electronic Management System (eCMS) Vendor Portal website in order to be considered. Please go to the VA eCMS Vendor Portal website at https://www.vendorportal.ecms.va.gov to register. Once on the webpage, proceed to the Vendor Portal Login section located on the far left side of the webpage and click on 'Request a user account' to register. In the event an Offeror is unable to submit a response through the Vendor Portal domain, prior to the due date, contact the VAAS helpdesk at 1-877-634-3739, or via email at VA.Acquisition.Systems@va.gov. Submission through email will not be accepted. Transmission/uploads must be completed by the date/time specified. Late or incomplete responses will not be considered. If Offerors are still unable to submit a response through VA eCMS Vendor Portal, the Offerors may submit a CD version of their response package as long as VA eCMS Vendor Portal registration requirements have been fulfilled and Offerors have contacted the VAAS helpdesk for assistance in their submission. A copy of the email correspondence with the VAAS helpdesk will be forwarded to the Contracting Officer, David Dixon at david.dixon2@va.gov as proof of email correspondence. If a phone conversation with the VAAS helpdesk proves unsuccessful in an Offeror's ability to submit a response prior to the due date via Vendor Portal, the Offeror shall submit to the Contracting Officer correspondence that contains the date, time, and name of helpdesk representative the Offeror contacted to include the reasons why the Offeror could not submit a response via the Portal. This document will be submitted together with the CD version of the response. In the event an Offeror has not requested submission assistance to the VAAS help desk prior to the due date, nor has submitted correspondence that identifies reasons why the Offeror could not submit a response via Vendor Portal, the CD version of the response will not be accepted. If a CD version of the response is accepted by the Contracting Officer, the CD version of the response may be submitted as an MS Word document or PDF. The CD shall be categorized in a manner where it is easy to ascertain. Offers who meet stated requirements will be provided the address to submit a CD version by email from the Contracting Officer.
