Description
The U.S. Army Corps of Engineers, New York District intends to issue an Invitation for Bids (IFB) seeking to award a firm-fixed price construction contract for renovations within and to Building 484, the Community Center located at Lakehurst in New Jersey. Work includes the removal of interior partitions to maximize reconfiguration of activity spaces; replace all floor, wall, and ceiling finishes; complete replacement of all HVAC, electrical, plumbing, communications and infrastructure systems; demolition, relocation & replacement of women's and men's restrooms; rebuild activity bar/lounge; and renovate old dining room area to function as an internet café. Additional work will include renovation of a large assembly auditorium to include providing electrically actuated moving partitions allowing the auditorium to be separated into 4 seminar training/conference rooms, each with a serving area with a sink & counter, refrigerator, microwave, beverage server contained in lockable closet, renovate former dining hall kitchen area into chief's lounge existing exterior door on rear of building as separate entrance. Replace exterior windows, doors with base standard bronze anodized windows & doors, replace roof with pitched SSM roof system, replace exterior wall finish with base standard veneer brick & cast stone accents. Replace trees & shrubs with new landscaping. Replace sidewalks with paver walkways. Replace entrance information sign out front with LED sign connected to control work stations in the office. The period of performance for this project will be 365 calendar days from issuance of the Notice to Proceed. The magnitude of this project is estimated to be between $1,000,000 and $5,000,000. This acquisition is a Total Small Business Set-Aside. The applicable North American Industry Classification System (NAICS) code is 236220 for Commercial & Institutional Building Construction. The small business size standard for this code is $36,500,000. The solicitation plans and specifications will be available on or about 17 August 2016. Bid Opening date will be on or about 16 September 2016 at 2:00 P.M. (Eastern Standard Time). The media selected for issuance of synopsis, solicitation and amendments shall solely be at the discretion of the Government; accordingly, the media utilized for this project shall be the internet. Paper copies of this solicitation and amendments, if any, will not be available or issued. In accordance with FAR 52.204-7 and DFARS 252.204-7007, all vendors must be registered with the System for Award Management (SAM) to be eligible for award of a contract.
