Meeting Classification level is expected to be SECRET This special notice is being posted to the Federal Business Opportunities (FBO) website located at http://www.fbo.gov and the DoD Ordnance Technology Consortium (DOTC) portal located at http://www.nac-dotc.org. The DoD Ordnance Technology Consortium (DOTC) office and Product Manager Guided Precision Munitions and Mortar Systems (PM GPM2S) will sponsor a High Explosive Guided Mortar (HEGM) Industry Day to conduct a planning session with industry in support of the anticipated HEGM program. The Industry Day is open to all DoD contractors and is not limited to National Armaments Consortium (NAC) members only. This industry day is classified SECRET and therefore attendance is limited to individuals with US DoD Secret clearances or higher. The industry day will occur on 27-29 September 2016 from 0830 to 1700 ET in Building 12 Presentation Room Picatinny Arsenal, NJ. All industry visitors must send security clearance information through the Joint Personnel Adjudication System (JPAS) to Security Management Office (SMO) code W4MKAA6CV. Visit requests must list the dates 27-29 September 2016 and the Point of Contact (POC) Jason Travaille, 973-724-3264. Please include "DOTC Industry Day" in the Additional Information field. This announcement serves as a pre-solicitation notice and is issued solely for information and program planning purposes. The Industry Day does not constitute a formal solicitation for proposals or proposal abstracts. Attendance at the Industry Day is voluntary and is not required to propose to subsequent Other Transaction Agreements (OTA) (if any) on this topic. Neither DOTC nor PM GPM2S will provide reimbursement for costs incurred to participate in this Industry Day. PROGRAM DESCRIPTION AND OBJECTIVE: The HEGM program includes a multi-phased development and demonstration program that is seeking solutions for a complete 120mm mortar munition with a combined capability of coordinate seeking and terminal seeking technologies that will deliver lethality and attain desired effectiveness against a specific set of targets. The Government intends to use the DOTC OTA to potentially fund one or more vendors for development beginning in FY17 and beyond. The objectives for the initial phase of the program will be discussed in detail during the industry day; however, primary focus of this phase will include demonstration of the ability to meet the minimum key performance requirements and beyond through empirical and analytical means focusing on subsystem maturity and performance in extreme environments as well as the ability to integrate these subsystems into a complete solution. The anticipated deliverables include test items, up to 30, with multiple levels of fidelity and key functionality to demonstrate maturity in the solution through various forms of open loop and closed loop testing. This phase will also culminate in a comprehensive design review that includes a bill of materials; baseline architecture; performance measures for all requirements with risks and assumptions; detailed interface documentation for major subsystems to assess modularity, upgradability, and maintainability; detailed design documents such as power budgets, algorithm description documents, etc. INDUSTRY DAY GOALS: The goals of this meeting are to 1) familiarize participants with the performance requirements and clarify questions from the initial submission of the document 2) identify potential offeror's and promote understanding of the OTA proposal requirements, and 3) provide vendors and government personnel an opportunity to discuss one-on-one, the details of the performance requirements and how it relates to potential design solution. The tentative agenda for the Industry Day follows and will be adjusted based on participation responses: Day 1: 27 September 2016 • DOTC/ National Armaments Consortium (NAC) Overview • NAC Membership Benefits • Navigating through this DOTC Out of Cycle Request • HEGM Acquisition Strategy Overview • Non-Host Lunch • Phased Objectives for the program and notional entrance and exit criteria • HEGM Performance Requirements (Classified and Unclassified Sections) • Potential Government Science and Technology Initiatives • Industry and Government Teams One-on-ones Day 2-3 (as required): 28-29 September 2016 • Industry and Government Teams One-on-ones (Continued) One-on-one discussions will provide vendors and government personnel an opportunity to discuss the performance specification parameters and applicable technologies. These sessions will also provide vendors the chance to discuss their intent to participate in the initial phase along with information on form-factor, features, expected performance, overall approach, subsystem maturity, and ability to integrate subsystems to meet or exceed the system requirements. One-on-one discussions will be limited to up to two hours. Vendors must submit their unclassified One-on-one Discussion presentations electronically to the Points of Contact (POC) listed below by COB (EST) by 1700 ET 21 September 2016. REGISTRATION INFORMATION: The Industry Day will include a classified portion and therefore attendance is limited to individuals with US DoD Secret clearances or higher. Participants must register no later than 1700 ET on 17 August 2016 with the POCs listed below. Attendance will be limited to two individuals per organization until 15 August 2016, after which registration will be open until a maximum of 30 individuals have registered. NOTE: The Industry Day is classified SECRET. Businesses/Organizations will be required to submit the following forms: Military Critical Technical Data Agreement (DD Form 2345) and a Non-Disclosure Agreement (NDA) which are available upon request to the contact listed below (e-mail only). Once completed and returned, it will then be determined by the Government as to whether or not access has been granted to each Business/Organization. Directions to Visitor Center: From route 80 west take exit 34 to route 15 north. Immediately after 1st traffic light make the 2nd right (1st right is a jug handle). There will be a sign that says PICATINNY ARSENAL. Visitor center is located on the left directly before the guard's gate. Upon your arrival on Picatinny Arsenal, you will have to stop at visitor control Building 1136 (first building on the left hand side) to get your visitor pass. In order to issue a visitor pass please provide the following information in a response e-mail by 1300ET 26 September 2016: Name as it appears on your driver's license Vehicle Make Vehicle Model Vehicle License Plate with state of Issuance Ensure you have with you your vehicle registration and insurance card and driver's license when you enter into the Visitor Control Office. It is recommended you allow at least 30 minutes for the visitor control process. Check in will be from 0800-0830. IMPORTANT: Cell phones, laptops, and other recording devices will not be permitted at Industry Day and MUST NOT be brought into the building. Note taking will also not be permitted during the classified session(s).
