Description
This is a NOTICE OF INTENT TO AWARD A SOLE-SOURCE ORDER and is not a request for competitive proposals. The National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service, Northeast Fisheries Science Center (NEFSC) has a requirement for processing, validation and statistical evaluation of Western Atlantic passive acoustic data using the Low Frequency Detection and Classification System (LFDCS) software. The Government intends to award on a sole source basis as a firm-fixed price order to the College of Science and Mathematics, University of Massachusetts Boston, 100 Morrissey Boulevard Administration Bld., Boston, MA 02125-3393. The award will be made using other than full and open competition procedures pursuant to FAR 6.302-1(a)(2)(A), only one responsible source and no other supplies or services will satisfy agency requirements and Simplified Acquisition Procedures in accordance with FAR 13.106-1(b)(2). The required work is a continuation of existing work to perform the following tasks: (1) Validation and Statistical Evaluation of North Atlantic right whale products - develop robust methods to determine the accuracy of the LFDCS performance for right whales and the optimal number of calls needed to produce a robust result. The contractor will work and consult closely with the NEFSC PARP algorithms in order to meet the desired level of accuracy for monitoring and management needs. (2) Product representation and spatial representation - produce figures of the evaluated data that represent the information both temporally and spatially using R as a primary module. (3) Validation and Statistical Evaluation of other baleen whale species products - further develop a methodology for validating and statistically evaluating the output information of sei, fin, blue and humpback whale detections from the LFDCS software for all acoustic recordings available for the Western Atlantic Ocean project. (4) Product representation and spatial representation of other baleen whale species - produce figures of the evaluated data that represent the information both temporally and spatially using R as a primary module. (5) Comparative analysis across Phase I and II data sets - examine oceanographic models and other spatial models that may drive changes in distribution in baleen whales. These variables will be compared using appropriate analytical tools in order to look for explanations that may be driving variability in the occurrence of baleen whales throughout the Western Atlantic Ocean. All tasks require highly specialized and specific knowledge of a custom built software package, the Low Frequency Detector and Classification software (LFDCS; Baumgarner & Mussoline 2011) that the contractor has existing access to. The contractor has proficient knowledge and extensive experience with using the LFDCS software and is able to validate and statistically evaluate the software. The contractor is also an expert in marine mammal population and conservation ecology with a strong statistical back ground. This is a continuation of an existing project that UMASS-Boston is currently performing. Period of performance is three (3) years, from date of award through September 30, 2019. The North American Industry Classification Code (NAICS) for this acquisition is 541690. This is not a solicitation for competitive quotes. However, if any other interested party believes that it can meet the requirements, it may submit a statement of capabilities, which if timely received, will be considered by NOAA. A statement of capabilities must be received by 11:00am, August 10, 2016. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Evidence must be provided of ability to provide the required services. The capability statement and any other information furnished must be in writing and must contain material in sufficient detail to allow NOAA to determine if the party can meet all of the requirements.
