Description
Construction project: McNary Turbine Storage Building The work described herein at McNary Lock and Dam shall include but not be limited to the following: General requirements are to construct a 160 foot x 100 foot pre-engineered metal building, including two (2) 60 foot x 100 foot concrete aprons (East and West sides of the building). The pre-engineered metal building system shall be provided by a single manufacturer and shall include all components and assemblies that form a complete building. The building shall have structural steel main building frames, and secondary framing including purlins and girts, engineered and fabricated by the building systems supplier. The building shall have vertical steel walls and a gable roof system including gutters and downspouts. The building shall consist of single-span structure with rigid frames in the transverse direction and rigid frames or braced frames in the longitudinal direction. Excavate for the placement of the building's foundation and final ground elevations for gravel placement around the building. Provide a storm water infiltration pond. The building shall have exterior lighting and interior emergency exit lighting and signage by the personnel doors, interior lighting, electrical power outlets both interior & exterior and protective bollards. Provide power to the building's interior electrical panels from an existing onsite power source. The building shall have two interior bathrooms, with sewage and drain lines. The two restrooms shall have both cold and hot water pipelines stub outs for future bathroom fixtures (toilets and sinks). Potable water shall be provided to the building for the two restroom. Provide four (4) exterior personnel doors near the overhead doors, four (4) motorized roll up sectional overhead doors, louvers and fans (for circulating air flow) shall be included with the metal building system. The building shall have minimal heating to prevent freeze thaw cycles issues. Place of Performance is the McNary Lock and Dam located near Umatilla, Oregon, Umatilla County. All on-site work shall be performed in accordance with the Corps of Engineers Safety and Health Requirements Manual (EM 385-1-1). Solicitation is set-aside for small business concerns. Solicitation Number W912EF-16-B-0010 will be posted to the FedBizOpps (FBO) website on or about 12 August 2016. The bid opening date will be contained in the solicitation and any solicitation amendments that may be issued. A site visit will be offered approximately 2 weeks after the solicitation is posted. Refer to the solicitation for details regarding the site visit. This will be a firm fixed-price construction contract. Magnitude of Construction is estimated between $1,000,000 and $5,000,000. A bid bond is required in the amount of 20 percent of the total bid price. Performance and Payment bonds in the amount of 100 percent of the total contract price are required. The North American Industry Classification System (NAICS) code for this project is 236220, Commercial and Institutional Building Construction and the associated small business size standard is no more than $36,500,000 in average annual receipts. Such documentation may include a US passport, Certificate of US citizenship (INS Form N-560 or N-561), Certificate of Naturalization (INS Form N-550 or N-570), foreign passport with I-551 stamp or attached INS Form I-94 indicating employment authorization, Alien Registration Receipt Card with photograph (INS Form I-151 or I-551), Temporary Resident Card (INS Form I-688), Employment Authorization Card (INS Form I-688A), Reentry Permit (INS Form I-327), Refugee Travel Document (INS Form I-571), Employment Authorization Document issued by the INS which contains a photograph (INS Form I-688B).
