- The USDA NRCS is preparing to issue a solicitation for work authorized under the Emergency Watershed Protection Program to relieve imminent hazards to life and property due to a catastrophic storm event that occurred in May 2015 causing damage to county roads and drainage ways in Lamar County, TX. The project focuses on stabilizing these crossings by the following methods: constructing timber headwalls to protect the roads from erosion caused by turbulence at the inlet and outlets of culverts; placing rock riprap armoring and sand-cement bag riprap along the edges of roads to protect the road banks and surface from erosion during overtopping events; and placing rock armor along stream banks and drainage ditches to protect county roads from channel erosion. There are 11 sites total, all within approximately 25 miles from Paris, TX. The solicitation will be a Total Small Business set-aside. Interested contractors must be registered as Active, and must complete the annual representations and certifications electronically via the System for Award Management (SAM) at http://www.sam.gov in order to be eligible for award. All necessary permits and land rights have been acquired. A firm fixed price construction contract is anticipated under Sealed Bidding procedures, FAR Part 14. A bid guarantee, in the amount of 20% of the bid, is required to be submitted with each bid. Sureties should use SF-24 Bid Bond form. Performance (SF-25) and Payment (SF-25A) Bonds, in the amount of 100% will be required within 5 calendar days of award of contract. All necessary permits and land rights have been acquired. The solicitation package, construction drawings, specifications and wage rates will be posted and available from this site on August 17, 2016. Bids will be due on September 16, 2016. A site showing to review the site is being planned. The details will be made available as soon as possible. Performance time will be 124 calendar days. Price Range is between $250,000 and $500,000.
