A short list of questions to consider if your interested in this RFI * NOTE: This is a Request for Information (RFI) Only The purpose of this RFI is to conduct market research and determine availablility of responsible sources. Drawings/Specs available upon request for serious vendors. DESCRIPTION OF EQUIPMENT: Serial Interface Bus (SIB) Part Number: 98747-965852-10 to include Controller card: 98747-201028166 and Controller card with LRU connection: 98747-201028169 DELIVERY: 60-90 days ARO MISSION JUSTIFICATION: This purchase is a supply buy to add equipment in support of and at the request of the C-17 SPO (Warner Robins). This item is a component of a higher level assembly. The customer requirement and ultimate deployment preclude the use of current Air Force inventory. •1.1 PURPOSE This program is to purchase a quantity of Multiplex Bus Fault Isolator (MBFI) test equipment to satisfy the needs of the F-22 maintainers throughout the world. The F-22 MBFI SIB is used to read input and output of power voltages from an external bus. SIB is central interface between a computer and the adapter cables and aircraft bus. •1.2 SCOPE This purchase description defines the contractor tasks and requirements for fabrication, production management and delivery of MBFI equipment, SIB's. 1.3 SPECIAL CONSIDERATIONS 1.3.1 Program and Engineering Management Overall program and engineering management responsibility and approval resides with the 309th Software Maintenance Group (SMXG). All contractor tasks and requirements covered by this Document shall be coordinated through the MBFI Project Directors (PD) (see cover page). All design, quality, and first production unit decisions must be approved through MBFI Project Directors. 1.3.2 Contract Management Overall contract management responsibility and approval resides with the AFSC OL: Hill PZIMC. No conversation, recommendation, or direction, whether given directly or implied by Government personnel or representatives, that will affect the scope, schedule, or price of the program covered by this Purchase Description, shall be acted upon by the contractor unless specifically directed in writing by the Contracting Officer (CO). 2 REFERENCE DOCUMENTS MBFI SIB Performance Specification - Attachment A 3 CONTRACTOR TASKING AND REQUIREMENTS The contractor shall accomplish the following tasks and requirements during the manufacture, validation and verification, and delivery of the SIB's. All SIB designs and manufacturing must be certified attachment B. 3.1 CONTRACTOR MANAGEMENT The contractor shall plan, direct, coordinate, monitor, evaluate, and control contractor tasks specified in this Purchase Description. The contractor shall notify Government management, by email, of management problems requiring Government action. 3.2 DESIGN DRAWINGS The contractor shall provide detailed component drawings and specifications for all components of the SIB and will be owned by the government. 3.3 PERFORMANCE REQUIREMENTS The MBFI SIB(s) shall meet all requirements specified in the following: •· Attachment A, Performance Specifications for SIB(s). 3.4 SERVICE AGREEMENT (PRICED OPTION) The government requires four (4) option years. Option 1: SIB Unit 1- 10 (min-max) Option 2: SIB Unit 1-10 (min-max) Option 3: SIB Unit 1-10 (min-max) Option 4: SIB Unit 1-10 (min-max) These options are for different quantities of complete SIB units. When/if the government executes options the contractor will provide a specified amount of SIB's to the government for a period beginning (6) weeks after the contract is awarded and ending period is not less than two (2) years. All current and future SIB's must conform to all specific's in this document, referenced documents SIB's shall be completed within (90) working days from the time of execution of option by the government. 3.5 DELIVERY AND INSTALLATION The contractor shall deliver complete SIB(s) as a unit. Deliveries shall be made in accordance with (IAW) the following delivery schedule: •· 10 SIB(s) within 45 days of Receipt of Order (ARO). 4. WARRANTY One year manufacturer's warranty beginning upon receipt of the product. 4.1 SAFETY 4.1.1 General Safety Requirements. When performing work under this contract on a Government installation, except Government owned plants under the sole control of the contractor, accomplish the following: a. Include a clause in all subcontracts to require all subcontractors to comply with the safety provisions of this contract. b. Ensure that all personnel engaged in the support of this Purchase Description are fully trained and qualified in the specific tasks being performed. c. Comply with all applicable State and Federal and Air Force safety regulation, specifically the Occupational Safety and Health Administration (OSHA) Standards (29 CFR 1910) and the Air Force Occupational Safety and Health (AFOSH), whichever is more stringent. d. Provide Occupational Safety, Health, and Fire (OSHF) protection guidance in procedures and technical data. The guidance shall include all applicable OSHF prevention requirements contained in Federal OSHA Standards (29 CFR 1910). If OSHA Standards are not applicable, use nationally recognized sources of safety health and fire prevention standards. For an example, the American National Standards Institute (ANSI) standards published by the National Fire Protection Association. The contractor shall ensure that all detailed operations specify the proper safety, health, and fire prevention procedures and the use of personal protective equipment to adequately protect the worker. 4.1.2 Mishap/Incident Reporting and Investigation. The contractor shall notify OO-ALC/SEG (801-777-3333), or the Hill AFB Command Post (801-777-3007) after normal duty hours, and the designated Government Representative, within one (1) hour of all mishaps or incidents at or exceeding $2,000 (material + labor) in damage to Government property entrusted by this contract. This notification requirement shall also include physiological mishaps/incidents. A written or email copy of this mishap/incident notification shall be sent within three calendar days to the CO, who will forward it to OO-ALC/SEG. For information not available at the time of initial notification, the contractor shall provide the remaining information no later than 20 calendar days after the mishap, unless extended by the CO. If requested by Government personnel or designated Government representative, the contractor shall immediately secure the mishap scene/damaged property and impound pertinent maintenance and training records, until released by safety investigators. Mishap notifications shall contain, as a minimum, the following information: a. Contract, contract number, name and title of person(s) reporting b. Date, time and exact location of accident/incident c. Brief narrative of accident/incident (events leading to accident/incident) d. Cause of accident/incident, if known e. Estimated cost of accident/incident (material and labor to repair/replace) f. Nomenclature of equipment and personnel involved in accident/incident g. Corrective actions (taken or proposed) h. Other pertinent information 4.2 ENVIRONMENTAL COMPLIANCE Contractor shall comply with federal, state and local environmental laws, and Air Force environmental policies and regulations. Every effort shall be made to eliminate/reduce hazardous and environmentally unacceptable materials. The Replacement AWAs shall present no environmental hazards and shall not use or require known Ozone Depleting Substances (ODSs). 4.3 SECURITY Contractor/subcontractor personnel visiting Hill AFB and specifically the SMXS/MXDEB group must request and be cleared for each instance in advance. All security and escort policies regarding base access by contractors will apply. Access to SMXS/MXDEB facilities is not unlimited; therefore, the contractor shall coordinate times and dates at least 7 calendar days prior to each need date. Control of the facilities will remain with the Government. ATTACHMENT A SIB REQUIREMENTS •1. Quantity of SIB(s): 10 (Base Year) w/ 4 Option Years •2. SIB will be manufactured to Part Number: 98747-965852-10 •3. SIB must have controller card Part Number: 98747-201028166 •a. Controller card with the LRU connection. •4. SIB must have relay card Part Number: 98747-201028169 •5. SIB will NOT have controller card Part Number: 98747-965837 •6.
