- THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12-6 STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. THE SOLICITATION IS BEING ISSUED USING SIMPLIFIED ACQUISITION PROCEDURES. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-50, effective May 6, 2011. Interested vendors must submit all questions concerning this solicitation in writing to Mr. Michael Lamb at Lamb.Michael@dol.gov. Questions should be received by August 4, 2016, 11:00am (est). Any responses to questions will be made in writing, without identification of the questioner; and will be included as an amendment to the solicitation. The US Dept of Labor/EBSA Division has a requirement for web-accessed Federal and State Congressional, regulatory, agency and industry news systems subscription services for up to eight (8) users. All responsible vendors shall provide a quote in accordance with the Statement of Work (SOW) provided in the solicitation. Period of Performance: Subscription services request from September 30, 2016 through September 29, 2017. Evaluation Criteria: The government will award a purchase order resulting from this solicitation to the responsible offeror whose quotation, conforming to the solicitation, results in the best value to the Government, price and other factors considered. The following will be used to evaluate quotations: Technical Capability and Price. In determining the best value, preference shall be given to the subscription services that exceeds the minimum requirements indicated in the SOW. Specifically, the following Factors will be evaluated by the government: Factor I: Technical Capability Subfactor A: Ease of Use Subfactor B: Propose a method of providing historical data from prior sessions of Congress when needed dating back to at least 1995, which can be incorporated into the contract. Historical data should include a searchable archive of bills and actions, bill summary reports for major legislation, and committee and subcommittee bill markups including amendments and votes. Factor II: Price Prices shall be evaluated for fairness and reasonableness, consistent with the contractor's technical submissions. Offerors must complete annual representations and certifications on-line at http://orca.bpn.gov in accordance with FAR 52.212-3 Offerors Representations and Certifications- Commercial Items. If paragraph (j) of the provision is applicable, a written submission is required. The following clauses apply to this acquisition: 52.212-4 Contract Terms and Conditions-Commercial Items; 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items including subparagraphs: 52.219-28 Post-Award Small Business Program Re-Representation; 52.222-3, Convict Labor; 52.222-19 Child Labor - Cooperation With Authorities And Remedies; 52.222-21, Prohibition of Segregated Facilities; 52-222-26, Equal Opportunity; 52.222-36, Affirmative Action for Workers with Disabilities; 52.225-1 Buy American Act - Supplies; 52.223-18, Contractor policy to ban text messaging while driving; 52.225-13 Restriction on Certain Foreign Purchases; 52.232-33 Payment by Electronic Funds Transfer-Central Contractor Registration. Please note that this procurement is not being conducted under the GSA Federal Supply Schedule (FSS) program or another Government-Wide Area Contract (GWAC). If an offeror submits a quotation based upon an FSS or GWAC contract, the Government will accept the quoted price. However, the terms and conditions stated herein will be included in any resultant Purchase Order, not the terms and conditions of the offeror's FSS or GWAC contract, and the statement required above shall be included in the quotation. All quotes shall be received not later than August 8, 2016, 11:00 AM local time via email to: lamb.michael@dol.gov. Quotations shall not be deemed received by the Government until the entire quotation is entered into the e-mail address inbox set forth above. Statement of Work: On-Line Congressional Information Tracking System Type of Contract: Firm Fixed Price Contract Service Description: The contractor shall provide web-accessed Federal Legislative Tracking Systems subscription services for up to eight (8) users. In general, the system(s) must provide reports of bill activity in the current or a recent Congress. The service should provide summaries and analysis of bills at all stages of the legislative process, including all committee consideration, floor and conference committee information, as well as provide daily summaries and schedules of all floor and committees' actions. The service also shall include alerts on all legislative issues affecting EBSA. The service must include access to legislative documents archived from previous sessions of Congress. The following minimum requirements must be met, with unlimited access to the following: • A weekly and daily report of all Capitol Hill activities. • Fully searchable archive of legislative documents. • Access to committee schedules with daily and midday updates including dates, times, locations, agendas, contact information, witnesses, and bill numbers. • Coverage of congressional committees to include: membership information, testimony and witness statements submitted to committee and subcommittee hearings, transcripts, and committee reports. • Same day coverage of all open markups and many that are closed, including analysis and information on debates, discussions, amendments and votes taken during committee markups. • Summaries and analysis of bills and draft measures including information on related bills; bill actions from introduction through passage; bill and amendment text; bill and amendment descriptions; schedule information; and legislative outlook, where appropriate. • Bill tracking tools including detailed descriptions of votes in subcommittee, full committee and on the House and Senate floors, unanimous consent agreements, and floor speeches and other Congressional Record content, in real time or updated at least daily. • Searchable database of bill summary reports and committee coverage for major legislation from prior Congresses. • Access to draft bill text, OMB and CBO materials, "dear colleague" letters, press releases, the Federal Register, CRS reports, and public law text. • Advanced web functions to include: ability to create search lists (Members, Staff members, Caucuses, Words, Bills), custom e-mail alerts for all databases, advanced search capability. • Regularly updated schedules and news on floor action. • Contacts with every active committee daily to provide detailed listings and timely updates on all scheduled floor, committee, and subcommittee actions to include dates, times, locations, agendas, contact information and witnesses. • All written Senate, House, joint and conference committee reports. • Fulfillment of custom requests for specific Congressional documents, including amendments and their disposition, at no additional cost. • The contractor shall provide on-site, in-depth training at no cost on an as-needed basis; telephone assistance or training during normal business hours; technical advice; and a client liaison.
