Description
The Department of Commerce/National Oceanic and Atmospheric Administration/National Environmental Satellite Data and Information Service (DOC/NOAA/NESDIS), intends to issue a modification to EE133E-16-SE-0931 on a sole source basis under the authority of FAR 13.106-1(b)(1) with Schneider Electric IT Corporation for the repair of a UPS MGE Model EPS-6500, SN 208488-06, per the findings of the troubleshooting from the emergency troubleshooting at the Fairbanks Command Data Acquisition Station (FCDAS), 1300 Eisele Road, Fairbanks, AK 99712. This UPS is a critical element in FCDAS power distribution and backup system. FCDAS is part of the National Critical Infrastructure. The UPS suffered a complete failure of unknown cause on June 14, 2016 and was no longer functioning. Mission impact: Loss of critical weather data from NOAA and international spacecraft essential to timely forecasts and warnings for protection of property, life, and economic activity. Schneider Electric has the unique expertise and proprietary knowledge to troubleshoot and determine the repair of the UPS system. Troubleshooting requires software and other tools proprietary to Schneider. The DOC/NOAA/NESDIS is not aware of other source that can provide the above. Therefore, it intends to modify the base award and negotiate on a sole source basis, unless it is contacted by any vendor who believes they obtain similar technical expertise and can provide the same service THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The period of performance is for a 4-month requirement. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals or a solicitation for offers. However, parties interested in responding to this notice shall submit technical data, including cost, sufficient to determine capability in providing the same product to Joel L. Perlroth, Contracting Officer at Joel.L.Perlroth@noaa.gov by August 15, 2016 no later than 1 pm EST. All capability statements received by the closing date of this notification of this synopsis will be considered by the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This acquisition is being conducted under FAR Part 12 commercial procedures. There are no set-aside restrictions for this requirement. The intended procurement will be classified under North American Industry Classification System (NAICS) 221122 - Size Standard 1,000 employees
