Description
The National Cancer Institute (NCI), NCI Center for Biomedical Informatics and Information Technology (CBIIT) plans to procure on a sole source basis license for the Vision4D software from arivis AG from arivis AG, Einsteinstraße 10, 85716 Unterschleißheim Germany. This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and will be made pursuant to the authority in FAR 13.106-1 (b)(2) and 13.501-(a)(1) using simplified acquisition procedures for commercial acquisitions. The North American Industry Classification System code is 423430 and the business size standard is 100 employees. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. The estimated period of performance is September 1, 2016 thru August 31, 2017. It has been determined there are no opportunities to acquire green products or services for this procurement. Many labs in the NCI, including the Laboratory of Cellular and Molecular Biology, are studying the temporal dynamics of key cellular signaling events in the fields of cancer biology, cell biology and immunology using high-speed 4D lattice light sheet (LLS) microscopy. This technique significantly increases temporal resolution and optical sectioning, enabling capture of transient events, but it also generates very large datasets. The NCI needs access to an image analysis software that robustly processes large imaging datasets, thus removing the need for specialized computers, and enables cell biologists to easily visualize and interpret their imaging data. Contractor Requirements: The Contractor's software shall meet the following salient characteristics: • Import of image data sets (x,y,z,t,ch) of unlimited size • Media-handler for import of a wide range of biological image data formats • Working on data regardless of available RAM • Fast 2D/3D/4D Viewer, Gallery Viewer, Info Viewer • Create and export sectional planes • Navigational Plane to ensure optimized observer orientation in the 3D/4D view • Viewer for Projections in x, y, z, t • Link Views for simultaneous 2D, 3D/4D exploration • 4D-Volume Clipping • Storyboard to create movies • Movie-Export in 2D, 3D and 4D • 3D-Rendering in native resolution • Alignment and Stitching • Pixel Filter, Color Handling, Annotations • Simple Measurements, Simple Dynamics, Extended Focus • Python Scripting • Audit Trail, Restore Points • History Panel for UNDO/REDO • Export arivis data format to other image formats • Sharing data with built-in Personal WebView via intranet Analysis: • Analysis Framework & Interactive Analysis Pipeline • Pixel/Voxel Filter Processing • Voxel Operations, Segmentations, Volume Attribute Filter, Report Viewer, Report Export • Integration of Ilastik machine-learning segmentation • API for MATLAB scripts 4D Tracking: • Particle Tracker, Track Attribute Filter, Track Reports & Export • Track Editor for interactive quality control, editing and correction Additional Specs: • Analysis & Visualization of spatial overlap of two dyes in multichannel images • Correlation Coefficient • Calculate Colocalization images • Calcium-Ratio, Integrating Ratio, Calculate Ratio Images, • FRET, FRET Bleed-through, Line Charts, Scatterplot, F/F0 Scaling, Export Software Updates/Service: • The annual maintenance and support plan shall include all service updates and upgrades to next version. • Technical support shall be provided through hotline, helpdesk, support by email, web meeting, and phone. Many labs at NCI are studying the temporal dynamics of key cellular signaling events in the fields of cancer biology, cell biology and immunology using high-speed 4D lattice light sheet (LLS) microscopy. The 4D lattice light sheet data sets are very large and on the order of 400-500GB. The software Vision4D from arivis is specifically designed to work with images of virtually unlimited size. Thus, the arivis Vision4D is the only known software that can meet the Government's needs at this time. This notice is not a request for competitive quotation. However, if any interested party, especially small business believes it can meet the above requirement, it may submit a proposal or quote for the Government to consider. The response and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. Responses must be received in the contracting office by 11 AM EST, on August 11, 2016. All responses and questions must be in writing and faxed to 240-276-5399 or emailed to Reyes Rodriguez, Contracting Specialist via electronic mail at reyes.rodriguez@nih.gov. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. In order to receive an award, contractors must be registered and have valid certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Applications (ORCA) through sam.gov.
