Capitol Street, NW Room a-332 Washington, D.C. 20401 Sources Sought Synopsis: THIS RFI IS NOT A REQUEST FOR PROPOSAL. It is a market research tool (MMAR Part 10) being used to determine potential contractors capable of providing the services described herein prior to determining the method of acquisition and issuance of a Request for Proposal. It is also a tool to get feedback on the requirement, detailed in this document. Feedback is encouraged and appreciated. The NAICS contemplated for this requirement is 511199 with a size standard of 500 employees. Responses to this Requests for Information (RFI) are not considered offers and cannot be accepted by the Government to form a binding contract. This RFI is for market research purposes only. Respondents should not submit any proprietary information when responding to this RFI. Respondents should also note that the Government will not return any information submitted in response to this RFI. The Government is not responsible for any costs incurred by respondents regarding any responses to this RFI. Respondents must submit capability statements that clearly define the firm's ability to perform the work stated in this RFI, as well as answers to the questions provided. Description The U.S. Government Publishing Office (GPO) is preparing to become the first Federal agency to be named as a Trustworthy Digital Repository for Government information through certification of its FDsys/govinfo under ISO 16363:2012, Space data and information transfer systems - Audit and certification of trustworthy digital repositories. This is an RFI to request information from auditing bodies accredited under or considering accreditation for ISO 16919:2014, Requirements for bodies providing audit and certification of candidate trustworthy digital repositories. Background FDsys is a Content Management System, a Preservation Repository, and a Public Access Website. FDsys provides free online access to official Federal Government publications and securely controls digital content throughout its lifecycle to ensure content integrity and authenticity. The FDsys Preservation Repository provides long-term preservation and access to digital Government content. To meet this critical need for permanent access to Federal Government information, FDsys follows archival system standards. In addition, the FDsys public site combines modern search technology with extensive metadata to ensure the highest quality search experience. From its conception in 2004, the Federal Digital System (FDsys) was designed with the intent to ingest, preserve, and provide access to the information produced by the U.S. Government--including information produced by all three branches of Government --and to the material currently in the custody of GPO and Federal depository libraries. In the FDsys Concepts of Operations (ConOps) v2.0, FDsys was to be developed according to standards and national guidelines accepted by the digital preservation and library community at the time, including ISO I4721:2012 standards for digital archives. In January 2015, GPO initiated a project to assess FDsys/govinfo, against the ISO 16363:2012 Trustworthy Digital Repository standard. FDsys is a Commercial Off the Shelf (COTS)-based enterprise content management system, with integrated customizations to fully meet requirements. The major COTS products that have been selected for FDsys include EMC's Documentum and a SOLR Search Engine, which are the foundation pieces of the content repository. In addition, there are other tools and technologies that are being used to support FDsys/govinfo. This includes, but is not limited to, a custom Webapp constituting the front-end web interface, the use of Oracle Databases, a custom metadata editing tool utilizing COTS technology, and a host of other COTS tools. FDsys was publicly launched on January 15, 2009, after the initial design, development, and usability testing were completed in the summer of 2008. The FDsys/govinfo Program has recently completed four interrelated projects under the umbrella of a Next Generation FDsys Public Website (NextGen) Program. The goal of the NextGen Program is to develop the next generation FDsys as "govinfo," a public website that utilizes a mobile first design strategy, incorporates an open source search engine, provides users with access to related content, and improves overall site usability. The U.S. Government Publishing Office (GPO) is the Federal Government's official, digital, secure resource for producing, procuring, cataloging, indexing, authenticating, disseminating, and preserving the official information products of the U.S. Government. The GPO is responsible for the production and distribution of information products and services for all three branches of the Federal Government, including U.S. passports for the Department of State as well as the official publications of Congress, the White House, and other Federal agencies in digital and print formats. GPO provides for permanent public access to Federal Government information at no charge through our govinfo (www.govinfo.gov), partnerships with approximately 1,200 libraries nationwide participating in the Federal Depository Library Program (FDLP), and our secure online bookstore. GPO's mission is to ensure the public's right to access government information by collecting, organizing, maintaining, preserving, and disseminating information from all three branches of the Federal Government. As outlined in the strategic vision, GPO is in the middle of transforming the way in which GPO executes its mission. GPO is working to further develop FDsys (now govinfo) which will allow Federal content creators to easily create and submit content that can be preserved, authenticated, managed, and delivered upon request. Public Law 103-40, entitled the "Government Printing Office Electronic Information Access Enhancement Act of 1993" was signed into law on June 8, 1993. This legislation marks the beginning of GPO's efforts to provide public access to online government information. In August 2003, the National Archives and Records Administration (NARA) and the Government Printing Office (GPO) signed an agreement to establish an affiliated relationship. The agreement, which was amended in 2012, ensures that the documents available on FDsys, the GPO web site that provides free online public access to federal government titles, will be available permanently. Opportunity The purpose of this RFI is to elicit information and to better understand the auditing processes and certification opportunities for FDsys/govinfo under ISO 16363:2012 by accredited certification bodies, or bodies currently pursuing accreditation. Questions Answers to the following questions (as applicable) are requested. In your response, answer the following questions as briefly as possible. Is your organization pursuing ISO 16919:2014, Space data and information transfer systems - Requirements for bodies providing audit and certification of candidate trustworthy digital repositories certification and if so, when is the anticipated date of accreditation? •2. If yes to prior question, by what date does your organization anticipate to begin auditing digital repositories using ISO 16363:2012? •3. Has your organization achieved certification under ISO 16363:2012? •4. Is your organization an ISO/IEC 17021-1:2015 accredited certification body or is your organization in process of becoming, an ISO/IEC 17021-1:2015 accredited certification body? •5. Is your organization an ISO 55001 accredited Asset Management System or in the process of becoming an ISO 55001 accredited Asset Management System? •6. If yes to questions 4 or 5, by what dates do you anticipate receiving accreditation? •7. What competencies does your organization qualify for which pertain to the ISO 16919:2014 certification competency requirements? •8. What are your requirements for repositories applying for ISO 16363:2012 certification? •9. How can a repository contact you to begin ISO 16363:2012 certification? •10. What documentation must be provided by a digital repository in order to apply for an external audit under ISO 16363:2012? •11. What training or courses have prepared your auditors for certifying repositories under ISO 16363:2012? •12. Describe your audit process for ISO 16363:2012. Include mention of how frequently and to what extent auditors will perform on-site observation, interviewing, and assessment of repository managers during an external audit process. •13. Describe the anticipated timeline for your organization's ISO 16363:2012 digital repository audit and certification process. •14. What is the period of certification for ISO 16363:2012 certified organizations within your certification program? (E.g. 1 year, 3 years) •15. What are your requirements for repositories wishing to maintain their ISO 16363:2012 certification following initial audit and certification? •16.
