Description

PLEASE READ THIS ENTIRE NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE ISSUED. This amendment is a result of a change in the acquisition strategy from Small-Business Set-Aside to Unrestricted. Quotes submitted previously shall acknowledge this amendment in the same manner as the initial quotation submission. The quote due date is extended to Friday, 5 August 2016 at 2:00PM. This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 - Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. The Request for Quotation (RFQ) number is N66604-16-Q-1814. The Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) intends to purchase on a Firm-Fixed Price Basis, Tektronix Mixed-Domain Oscilloscope, Keysight Precision LCR Meter, Keysight Function/Arbitrary Waveform Generator, and associated test equipment/accessories specific to these brand name models as specified below. BRAND NAME ONLY-NO SUBSTITUTIONS 1. Tektronix Mixed Domain Oscilloscope (P/N MDO4054B6) with Bundle module for MDO/MSO/DPO4000B and MDO4000 series (P/N DPO4BND). Quantity: 3 Each. 2. Beehive EMC probe (P/N 100C). Quantity: 3 Each. 3. Beehive EMC probe adapter (P/N 0309-0006). Quantity: 3 Each. 4. Keysight Precision LCR Meter (P/N E4980A) with interface option 710. Quantity: 2 Each. 5. Keysight Waveform Generator (P/N 33512B). Quantity: 3 Each. 6. Keysight 16M memory upgrade for 1-channel 33500B series waveform generators (P/N 335MEM1U). Quantity: 3 Each. 7. Test leads (BNC), 1m (Keysight P/N 16048A). Quantity: 1 Each. This requirement is for brand name items. No substitutions are allowed. See attached Brand Name Justifications. Delivery shall be 30 days after date of order. F.O.B. Destination, Naval Station Newport, RI 02841. This procurement is being competed as unrestricted. The North American Industry Classification System Code is 334515. The Small Business Size Standard is 750 employees. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-88. The provision at FAR 52.212-1 Instructions to Offerors--Commercial Items applies to this solicitation. The provision of FAR 52.212-3 Offeror Representations and Certifications Commercial Items apply to this solicitation. Clauses FAR 52.212-4, Contract Terms and Conditions--Commercial Items and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders--Commercial Items apply to this solicitation. The following addenda or additional terms and conditions apply: Defense Priorities and Allocations System (DPAS) rating is DO-C9. DFARS 252.211-7003, Item Identification and Valuation (AUG 2008), The contractor shall provide a unique item identifier (UID) for all delivered items for which the government's unit acquisition cost is $5,000.00 or more. Payment will be through Wide Area Workflow (WAWF). See DFAR Clause 252.232-7006, Wide Area Work Flow Payment Instructions. Vendors must be registered in the System for Award Management (SAM) prior to award. Registration information can be found at www.sam.gov. This requirement will be awarded to the offeror with the lowest price technically acceptable (LPTA) quote. Technically acceptable means the items quoted meet the Brand Name specifications listed above and can meet the required delivery date of 30 days from date of purchase order, FOB Destination- Newport, RI. The Government may consider past performance information. Failure to propose all the required items will render your quote ineligible for award. Offerors shall include price, delivery terms, and the following additional information with submissions: point of contact (including phone number and email address), All timely offers will be considered.
